Session 1708, Minutes ! 0 <br />October 13, 1997 <br /> <br />AGFNDA NO. § - §01 NORTH & SOUTH: <br /> <br />This is a new submission of the revised plan for this project. The revised plan <br />meets <br />in full or part several of the conditions previously recommended. It still has several <br />shortcomings that could be covered by attaching conditions. The first condition <br />suggested would be to have a twenty-five foot rear yard. Other conditions would <br />include that the architectural design be upgraded and subject to review by the <br />Director of Planning. That the driveway and parking area design be reviewed by the <br />Director of Public Works. That the relocation of refuse chutes to a place level with <br />each condominium floor be accomplished and that the Planning Director review the <br />location and the screening of all utilities. That a detailed landscape plan also be <br />subject to Planning Director approval and that, finally, a detailed grading plan be <br />submitted with a slope no greater than one to three in the rear yard. With all these <br />conditions, this would be a very acceptable and desirable project and is <br />recommended for approval. <br /> <br />Mr. Mark Manlin, Manco Builders at 677 Craig Rd, Suite 130, in Creve Couer, <br />wished to briefly discuss the changes they made since the last meeting. Two <br />additional parking spaces were added to each building, plus a curb cut in front. The <br />south driveway is in sync with St. Louis County Highway requirements. A private <br />refuse contractor will service the contract and the design in compliance with <br />building codes. They have indicated the location of the air conditioning units on the <br />site plan, which were suggested by a licensed HVAC contractor. An arborist will <br />be used to determine what trees can be saved or removed. Every effort will be <br />made to keep as many trees as possible. A professional landscaper has determined <br />that the west yard can be used to create an acceptable screen to the residents on <br />Donne. MSD has studied the stormwater situation and, in their opinion, have <br />determined that the existing infrastructure is sufficient in handling the stormwater <br />runoff for the project. They have told the Planning Director that they will reduce <br />the grade at the west wall to a one to three slope. They have retained Suburbia <br />Gardens to develop a landscaping plan. The architectural design will be discussed <br />with the Planning Director. He also wished to clarify that Carlton Manor offers only <br />two and three bedroom units. <br /> <br />Mr. Ollendorff clarified that the developer seemed to be accept all of the conditions <br />except for the twenty-five foot setback. Mr. Manlin said that this was correct. <br /> <br />Mr. Lieberman asked if trees could be planted in the rear transitional yard. Mr. <br />Manlin said that Suburbia Gardens had specified approximately twenty-six trees in <br />the rear transitional yard. <br /> <br /> <br />
