Session 1708, Minutes 11 <br />October 13, 1997 <br /> <br />Mr. Munkel said that one of the issues with the twenty-five foot setback had to do <br />with the length of the buildings. As he reads the plan, in order to meet the twenty- <br />five foot setback from the rear yard guidelines, Manco would have to shorten the <br />building about five feet. Mr. Manlin said that this would be correct or that they <br />would have to move the building forward. The concern they have with moving the <br />building forward, is the steepness of the driveways. Mr. Munkel asked if this <br />change would require losing a couple of parking spaces in each building. Mr. <br />Manlin said that it would. Mr. Manlin said that if they move the building forward, <br />assuming they could work on a fifteen foot front setback, they could create the <br />twenty-five foot rear yard. The driveways would be very steep, however. <br /> <br />Ann Sciortino, 502 Donne, said that she still has great concerns about the slope in <br />the back of the buildings. The water runoff would go into her backyard. She <br />would like to see the details of the landscaping plan. She has flyers and articles <br />referring to Carlton Manor developing four bedroom units. She is not comfortable, <br />because there have been too many inconsistencies. <br /> <br />David Wainwright, 510 Donne, said that he was concerned about the comment <br />that it was the City Council's duty to approve this project, because it was <br />recommended by the Planning Commission. The City Council is here to decide <br />what the spirit and word of the law is, not simply a rubber stamp for the <br />Commission. The redevelopment plan says that no construction should not destroy <br />the integrity of the neighboring communities. A four story building that butts right <br />up to their backyards will destroy the integrity of their neighborhood. He urges <br />Council, if it is going to approve, to approve it one floor shorter than what is being <br />requested, with the twenty-five foot setback and all of the other conditions. He <br />asked where the air conditioning units were and was told by Mr. Munkel that they <br />were below ground in a screened-in area. <br /> <br />Larry Condie, 504 Donne, said that this area had been zoned planned residential <br />and that Mr. Manlin has given the City a contract that fits in this bound. Mr. <br />Condie said that he does not believe the Council can turn Mr. Manlin down, even <br />though he would dearly love the project not to go through. We are trying to <br />hammer out a project that is reasonable and we want to know how it is going to <br />look. We, the citizens, would like to see something that fits in a residential <br />neighborhood. The twenty-five foot setback is good, but he would like to see the <br />building come down from fifty-six feet high. Donne is not in the comprehensive <br />plan, across the street is in the plan. Do not measure this project against the Londe <br />project. This project needs to fit with the neighborhood. <br /> <br />Mike Hargrave, 507 Donne, said that it is clear that all the folks on Donne are <br /> <br /> <br />
