Session 1708, Minutes <br />October 13, 1997 <br /> <br />against this development. They do not oppose it because they do not want to see <br />progress in University City - they do want progress. He believes the problem is a <br />development plan that does not look ahead to the future. An updated plan needs to <br />be developed for this area that clearly addresses the needs of the adjacent <br />residences. He feels for the Manco Builders because of the numerous changes and <br />expense that they have had to make to get this project through, and he apologizes, <br />but he and the other Donne residents live there. <br /> <br />Lynn Wakefield, 514 Donne, presented a petition which supported the comments <br />that most of the people on Donne are not is support of this project. Many of the <br />residents on Donne, look out onto either bricks or wood, when they look out their <br />north and south windows. She does not want to lose looking at wood to look at <br />more bricks in her backyard, if this project goes up. This project will substantially <br />alter her quality of life and that of her neighbors. This project, if approved, will set <br />a precedent, because no other developer coming into North and South will be <br />satisfied with less. <br /> <br />(At this time, 8:38 p.m., Mr. Ware left the meeting.) <br /> <br />Mr. Lieberman moved to remove this item from the table. Mr. Schoomer seconded <br />the motion, which carried unanimously. <br /> <br />Mr. Wagner commented that although the developer seems to be making progress <br />in certain areas of his plan, in response to good suggestions made by Council, the <br />City Manager and the Planning Director, other beneficial modifications and plan <br />definitions remain incomplete and vague. The developer continues to say that they <br />are striving to meet the letter of the zoning code, but he sees little sensitivity to the <br />impact on the neighborhood, particularly on Donne Avenue. In view of the progress <br />starting to be made, but not complete, Mr. Wagner moves to table this item until <br />such time that everyone involved can be comfortable with this project and its <br />impact on our adjacent neighborhoods. The motion to table died for a lack of a <br />second. <br /> <br />Mr. Schoomer said that this was a plan that was in accordance with the zoning <br />code and the City comprehensive plan which meets the requirements of the law. <br />is appropriate and was what was envisioned for this area when the last <br />comprehensive plan was made. <br /> <br />It <br /> <br />Mr. Schoomer moved to approve the site with the twenty (not twenty-five) foot <br />setback and with the other conditions as stated by the City Manager. Mr. Munkel <br />seconded the motion. <br /> <br /> <br />
