why a driver’s license is not sufficient to get into the pool or golf course. Ms Ricci welcomed
Mr. Walker as City Manager.

Mr. Kraft publicly welcomed Mr. Walker. Mr. Kraft noted that the response to the flood is an
example of how the people of University City have come together to find solutions to a problem
that affects our neighbors and neighborhoods. He said in the immediate flood emergency our
police and fire professional did a great job while friends and neighbors helped with the clean-
up. Unfortunately Mr. Kraft noted it became clear that repeatedly responding to emergencies
was not a long term solution. Homes were allowed to be built in a flood plain and for decades
the DesPeres River Watershed had not been properly managed. Many have done their part in
overcoming financial and administrative obstacles. Mr. Kraft said we must remember the
Wilson Ave tragedy but it showed how local government with citizen involvement can be a way
to solve problems. Mr. Kraft is confident that the way citizens came together then, they can
now come together to find solutions to the other problems that University City faces.

Mr. Crow welcomed Mr. Walker back and looked forward to working with him in facing all of the
problems University City faces.

Ms. Ricci moved to go into executive session under RSMO 610.021 (1) Legal and (3) Personnel
and was seconded by Mr. Sharpe.

Roll Call vote was:
AYES: Mr. Crow, Mr. Glickert, Mr. Sharpe, Mr. Price, Ms. Ricci, Mr. Kraft and Mayor Welsch
NAYS: none

Meeting was adjourned at 7:40 p.m.

Joyce Pumm
City Clerk

6
