<br /> <br />Deb Carlin, 7132 Washington <br />Ms. Carlin wanted to make it clear that there was not a compromise made between the Park’s <br />Department and the citizens on the open hours of Heman Park Pool. She noted that the twenty <br />two point present to the Parks Commission by Parks Director Ms. MacCartney were inaccurate. <br />Ms. Carlin asked the City Manager to look into the competency and integrity of two of the Park’s <br />employees. <br /> <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert stated that Park’s Commission established having a University City ID but when <br />first initiated it was fifty cents and now it is five dollars. In order for a child to swim once, he <br />must pay a five dollar for an ID and then pay admission. Ms. Glickert stated that it needs to be <br />reviewed by the Parks’ Commission. She also could not understand why the Park’s <br />Commission does not meet in August as this is when residents would have questions they <br />would like to have addressed. Ms. Glickert said they also do not meet in November and <br />December and probably snowed out in January. Ms. Glickert said there is a distinct difference <br />between asking a question and giving a direction and Council is certainly entitled to ask any <br />question of any employee. <br /> <br />Rod Jennings, 1306 Mt. Olive <br />Mr. Jennings formally thanked the City, the Police Department, Fire Department, the School <br />District, and St. Louis County Health department on behalf of the University City Alumni <br />Association for their support and looks forward to working with them next year. <br /> <br />O. COUNCIL COMMENTS <br />Mr. Price thanked Congressman Clay, Ms. Irby and all the citizens working on getting money <br />approved through FEMA. He noted that this is Phase One and now we have to move on to <br />Phase 2 and check with the updates from the Army Corp of Engineers. Mr. Price would also <br />like to move forward on what is going to be done with Olive Street Road. He also noted that <br />there was a discussion on Public and Private partnership on a Transfer Station and would like <br />to know where that stands. Mr. Price also would like to continue the discussion on the <br />expansion of Cunningham Park. Lastly he would like to see a golf relationship with the middle <br />school. <br /> <br />Mr. Glickert noted that the Civil Service Board approved a position known as a Economic <br />Development Specialist and obviously Olive Street Road will be first. He noted that he does <br />not know why residents have to pay five dollars for a card to use Parks’ facilities but noted that <br />maybe the barcode on the card had some significance. He would like to know what kind of <br />information is generated when the card is swiped. Mr. Glickert asked the City Manager to give <br />Mr. Price the difference in the resident rate from the non-resident rate or a free round of golf. <br /> <br />Mr. Sharpe noted that he received a call from a new resident that did not receive a welcome <br />packet. He asked the City Manager to review the packet that goes out to new residents and <br />that everyone receives one. Mr. Sharpe thanked U City In Bloom for the beautifying work they <br />do in the City. <br /> <br />Ms. Ricci asked that the Police Study that was done previously be reinvigorate it. She said <br />there was about $600,000 savings identified in that study. She is asking that Council make an <br />outreach to the high school for a student to be a liaison to the Council. Ms. Ricci hoped that the <br />Council could update their Council rules since last published was 1996. Ms. Ricci agrees as to <br /> <br /> 5 <br /> <br />
