Session 1320, Minutes Page 4
December 6, 1982

mation in a later edition of the Community News. Mr. Lieberman agreed this should
be done in the interest of the public.

Mr. Ollendorff said if that course of action was followed, the public would not get
the information in time for the beginning of the programs. Mr. Lieberman said he
did not feel it was necessary to rush this matter through with so little informa-
tion given to the Council on which to act. Mayor Mooney asked for the publication
dates of the Community News. Mr. Ollendorff said the administration wished to in-
clude the information with the March issue, after the Park Commission has finalized
the programs at their January meeting. He also pointed out that the Commission had
discussed the playground program at length at their October meeting. The idea was
to ask for approval in principle, with changes being made if necessary or desirable,
but the administration wished to have some basis for beginning to put all the infor-
mation together in a text. If major changes were made by the Park Commission, it
would undoubtedly come back to the Council for their consideration, but minor
changes would not.
Mrs. Metcalfe moved approval. Mr. Levy seconded the motion, noting that he felt
comfortable doing so on the basis that the program was qualitatively essentially
similar to last year's, with no major changes in direction.
All voted Aye except Mr. Lieberman, who said he voted Nay on principle.
SITE PLAN - CRAFT ALLIANCE, 6640 DELMAR

The City Manager recommended approval of the Site Plan for a substantial addition to
the Craft Alliance education center at 6640 Delmar Boulevard. He said the proposal
met the intent of the master plan for this area, that it will enhance the level of
activity being sought for the area, and it met all requirements deemed essential for
control of appropriate development. He said there were three items which did not
meet the specific requirements of the code, and variations were suggested which were
reasonable and didn't detract from the intent of the plan and the code.
Mrs. Metcalfe wished to know if this project was the same as the grant given to
Craft Alliance for a print-making facility, which was announced some time ago. Mr.
Paul Tessier of Kimble A. Cohn Associates, 727 N. First Street, St. Louis (archi-
tects for the project) said the print-making facility is part of the planned addi-
tion, and there would also be renovation of the existing structure.
Mrs. Metcalfe moved approval. Mr. Adams seconded the motion, which carried unani-
mously.
PERSONNEL REPORT

The Personnel report for the week ending December 4, 1982 was received and ordered
filed.

FIRE DEPARTMENT REPORT
The Fire Department report for the month of November, 1982 was received and ordered
filed.
