<br /> <br /> <br /> <br /> <br /> - Session 1320, Minutes Page 5 <br /> December 6, 1982 <br /> <br /> ITEMS FOR DISCUSSION <br /> <br /> Mr. Ollendorff noted that a response to the auditor's report on the City's account- <br /> ing procedures had been sent to Council, and he wished to know if they would like to <br /> discuss it. Mrs. Metcalfe and Mr. Adams both thought the report was adequate and <br /> answered their concerns. Mr. Levy concurred. <br /> Mr. Ollendorff asked Mr. Lieberman if he wished to discuss the matter of the window <br /> signs in the All in One Food Shop, which Mr. Lieberman had asked the administration <br /> to look into. Mr. Lieberman said discussion was unnecessary as long as the City <br /> Manager was taking administrative action. However, Mrs. Thompson said she had read <br /> Mr. Lieberman's remarks to Mr. Ollendorff on this matter, and it was her understand- <br /> ing that the portion of the signs advertising ice cold beer had been taped over. <br /> (The All in One was denied a package beer license by the Council on November 8, 1982.) <br /> Mr. Lieberman said that was incorrect, since he had observed them the previous eve- <br /> ning. Mr. Adams said he had driven by some time ago, and that the signs were taped <br /> over at that time, and surmised that perhaps the tape had come loose. Mr. Ollendorff <br /> said the inspector had instructed the owner to eliminate the wording concerning the <br /> sale of beer, and the owner indicated several weeks ago that he would have a sign <br /> painter repaint the sign, but apparently that had not yet been done. Both the Mayor <br /> and Mr. Lieberman said this matter should be taken care of administratively, and Mr. <br /> Ollendorff concurred. <br /> BILL FOR SECOND READING <br /> BILL NO. 7556 - FINDING THAT A CERTAIN AREA IS BLIGHTED, AS DEFINED UNDER CHAPTER <br /> 353 OF THE REVISED STATUTES OF MISSOURI, AND THAT THE REDEVELOPMENT OF SUCH AREA IS <br /> NECESSARY AND IN THE PUBLIC INTEREST OF THE PEOPLE OF UNIVERSITY CITY. <br /> Bill No. 7556 was given its second reading. <br /> Bill No. 7556 was given its third reading. <br /> <br /> Mr. Adams moved that this bill be adopted as an ordinance. Mr. Schoomer seconded <br /> the motion. Upon roll call, the following vote was recorded: AYES: Councilmembers <br /> Lieberman, Adams, Metcalfe, Levy, Schoomer, Thompson and Mayor Mooney. NAYS: None. <br /> Bill No. 7556 became Ordinance No. 5352. <br /> MISCELLANEOUS <br /> <br /> Mr. Lieberman announced that there would be a special meeting of the St. Louis County <br /> Municipal League on December 9 in the County Council chambers to consider the recom- <br /> mendation of the League's Economic Development Study Committee to approve a proposal <br /> for economic development, wherein a 3/8q~ City and County sales tax would go specifi- <br /> cally and directly to support economic incentives that would promote jobs in St. Lou- <br /> is and St. Louis County. This proposal, similar to the 5/8C sales tax proposition <br /> which failed last summer, removes the cultural district and tourism section, reduces <br /> the tax, has a sunset provision and a number of other details which are slightly dif- <br /> ferent from the original proposal. Mr. Lieberman said all municipalities had been <br /> invited to attend this meeting and take part in the discussion of this proposal. It <br /> was hoped that there will emerge from the meeting an endorsement of the proposal, <br /> which will then go to the State Legislature in Jefferson City for consideration, and <br /> that enabling legislation will permit the issue to be put on the ballot some time <br /> next year. <br />
