<br /> <br /> <br /> <br /> SESSION 1319 <br /> <br /> <br /> MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> November 22, 1982 <br /> <br /> <br /> At a regular meeting of the City Council of University City, held in the Assembly <br /> Room of the City Hall on Monday, November 22, 1982, Mayor Joseph W. Mooney presided <br /> and called the meeting to order at 7:34 p.m. In addition to the Mayor, the follow- <br /> ing members of the Council were present: <br /> Mr. Lawrence Lieberman <br /> Mr. Joseph L. Adams, Jr.-", <br /> Mrs. Cynthia Metcalfe* <br /> Mr. Marvin B. Levy <br /> Mr. Paul E. Schoomer <br /> Mrs. Betty L. Thompson <br /> *Mrs. Metcalfe arrived at the meeting at 7:35 p.m. and Mr. Adams arrived at 7:39 p.m. <br /> <br /> Also present were City Manager Frank Ollendorff and City Attorney Dennis F. Kay. <br /> <br /> MINUTES <br /> <br /> Mr. Levy moved that the minutes of November 8, 1982 be approved as received. Mr. <br /> Schoomer seconded the motion, which carried unanimously. <br /> ANNOUNCEMENTS <br /> <br /> Mayor Mooney said the City was saddened to learn of the death of former University <br /> City Chief of Police Peter Gaffney. Mr. Gaffney served on the University City po- <br /> lice force for forty years, and was chief for nine years. <br /> Mayor Mooney stated that the present Chief of Police, Col. James Damos, was honored <br /> at the annual meeting of the International Association of Chiefs of Police in At- <br /> lanta, Georgia last week. The Mayor noted that Chief Damos, who is outgoing presi- <br /> dent of the IACP, is highly thought of throughout the country as an outstanding ad- <br /> ministrator who has made many contributions to the police community. The Mayor al- <br /> so said that Chief Damos had just been named to the Advisory Board of the Bureau of <br /> Justice Statistics by the Acting Attorney General of the United States. He said he <br /> was to be commended for his outstanding service to the community and the country. <br /> CITY MANAGER'S AGENDA <br /> <br /> UNIVERSITY CITY LABOR DAY EVENT <br /> <br /> The City Manager said the University City Rotary Club would like to sponsor and pro- <br /> duce a carnival and art fair next Labor Day weekend, which would take place in Heman <br /> Park between the swimming pool and the tennis courts. He said the administration <br /> would approve the project as long as there was no cost to the City; however, the <br /> Park Commission was interested in the Council's thoughts and reaction to this pro- <br /> ject prior to their meeting with the Rotary Club, which will take place on their <br /> regular meeting night, November 23. <br />
