<br /> <br /> <br /> <br /> Session 1319, Minutes Page 2 <br /> November 22, 1982 <br /> <br /> <br /> Mr. Levy said it sounded like an excellent idea, but he had a major concern which <br /> had to do with a group at the Arts and Education Council which was planning a very <br /> large regional activity the following month, involving all of the cultural arts <br /> groups in the metropolitan area, and he questioned the City's ability to do justice <br /> to both of those activities within that short time period. He said he would like to <br /> see University City assume a rather important position in the regional project, but <br /> that would undoubtedly take a great deal of the time and effort of the local groups <br /> which were going to participate. He thought it might be difficult for the local <br /> groups to do both successfully. <br /> Mr. Schoomer disagreed, noting that the Rotary effort was an event by and for Uni- <br /> versity City, and he didn't see that there need be any overlap in the participa- <br /> tion. He said that the enthusiasm of the Rotary members for their event was very <br /> high. He felt there would really not be any conflict, and that the Council should <br /> put all its effort and encouragement behind this project. <br /> Mrs. Metcalfe said the Park Commission should explore the question of a potential <br /> conflict with the Rotary Club. However, her concern was that of security, which <br /> she said must be addressed completely, particularly if there were to be carnival <br /> rides and late hours. Responsibility for cleanup must also be clearly stated. In <br /> addition, she thought it would not be wise to duplicate the type of arts and crafts <br /> display that was done by the Fair in the Square event. <br /> Mr. Levy said he believed he and Mr. Schoomer disagreed as it related to their con- <br /> jecture of what may happen. He said the preparation involved in getting ready for <br /> the two events was his key concern, and if the groups participating felt they could <br /> do justice to each affair, then there was no problem. <br /> Mr. Ollendorff explained that the original plan called for only a carnival. How- <br /> ever, it was felt that additional activities would appeal to a wider segment of <br /> people, and it was decided to expand to include artists and craftspeople who were <br /> interested in displaying their wares. It was not intended to be a major art show <br /> or cultural event. Mr. Ollendorff said the Rotary started planning a similar event <br /> several years ago and was well under way when it found that community leaders did <br /> not support the effort, and it was dropped. This time, the group wished to ascer- <br /> tain that this effort would be supported, or at least not opposed. <br /> Mr. Lieberman said he attended the meeting where the plans of the Arts and Educa- <br /> tion group for the regional event next October were discussed. Since he was liai- <br /> son to the Park Commission, he said he would appreciate the opportunity to present <br /> those plans to the Commission, and see if that will affect its decision and inter- <br /> est in the Rotary event. <br /> PUBLIC HEARING - CONDITIONAL USE PERMIT AT 6900 DELMAR BOULEVARD <br /> The City Manager said a public hearing was scheduled for 7:45 p.m. to hear and con- <br /> sider comments on the proposed conditional use permit for the property formerly <br /> owned by the Greek Orthodox Church at 6900 Delmar. The development plan has been <br /> reviewed by the staff, Plan Commission and at a meeting of interested neighbors. <br /> The Plan Commission recommended approval, subject to the following conditions: <br />
