Session 1319, Minutes Page 8 November 22, 1982 Mr. Lieberman said the membership of the St. Louis County Municipal League unani- mously approved a resolution in support of University City and Frontenac (which is defending a similar lawsuit) at its November 18 meeting. BILL FOR SECOND READING BILL NO. 7555 - VACATING AND SURRENDERING THE RIGHT-OF-WAY OF A PORTION OF APPLETON DRIVE AND BRADDOCK DRIVE IN DARSTDALE AND DARSTDALE #2 SUBDIVISIONS, BUT RESERVING PUBLIC UTILITY EASEMENTS, AND DIRECTING THAT THIS ORr?:7ONCE BE RECORDED IN THE OF- FICE OF THE RECORDER OF DEEDS OF ST. LOUIS COUNTY, M , 'URI. Bill No. 7555 was given its second reading. Bill No. 7555 was given its third reading. Mrs. Thompson asked for an explanation of this bill. Mr. Ollendorff said the City was giving up its rights to the above property by vacating it in favor of adjacent property owners. Mrs. Thompson said the neighbors who were to be recipients of this property were concerned because the process was taking so long. Mr. Ollen- dorff said in this particular case, the property to be vacated was not a lot which could be sold outright by the City, but a right-of-way which required legal action to demonstrate that the City was no longer interested in this right-of-way and wished to vacate it to adjacent property owners. He said the process took longer, but the adjacent owners will not be charged for this land. Mr. Schoomer moved that this bill be adopted as an ordinance. Mr. Adams seconded the motion. Upon roll call, the following vote was recorded: AYES: Councilmem- bers Lieberman, Adams, Metcalfe, Levy, Schoomer, Thompson and Mayor Mooney. NAYS: None. Bill No. 7555 became Ordinance No. 5351. BILL FOR INTRODUCTION BILL NO. 7556 - FINDING THAT A CERTAIN AREA IS BLIGHTED, AS DEFINED UNDER CHAPTER 353 OF THE REVISED STATUTES OF MISSOURI, AND THAT THE REDEVELOPMENT OF SUCH AREA IS NECESSARY AND IN THE PUBLIC INTEREST OF THE PEOPLE OF UNIVERSITY CITY. A bill was introduced by Councilmember Metcalfe, entitled: "AN ORDINANCE FINDING THAT A CERTAIN AREA IS A BLIGHTED AREA AS DEFINED UNDER CHAP- TER 353 OF THE REVISED STATUTES OF MISSOURI, 1969, AS AMENDED, AND THAT THE REDE- VELOPMENT OF SUCH AREA IS NECESSARY AND IN THE PUBLIC INTEREST OF THE PEOPLE OF THE CITY OF UNIVERSITY CITY." The bill was assigned No. 7556 and given its first reading. Mr. Kay was asked to explain this bill. He said the bill was part of a two-step utilization to obtain Chapter 353 status for the redeveloper, with the first step declaring the area blighted, and the second step the determination by the Council of the extent of tax abatement, which will be included in a bill to be introduced later. Mr. Ollendorff added that this particular bill covers only the former Greek Orthodox Church, the building which was discussed earlier in the meeting.
