Session 1319, Minutes Page 7
November 22, 1982

Mr. Schoomer moved acceptance of the low bid. Mr. Levy seconded the motion, which
carried unanimously.

SALE OF 1969 LADDER TRUCK
The City Manager said the City had advertised for some time for bids for the sale
of the 1969 Seagraves ladder truck, which became surplus after the City's acquisi-
tion of an aerial tower vehicle. No bids were received over the minimum amount;
however, the City of Neosho, Missouri proposed to purchase the truck for $50,000,
contingent on the body being brought up to good condition by removal of rust and
being painted. Bids were solicited from three companies with facilities for re-
painting this vehicle, with two bids received, as follows:
Whiteline Wrecked Truck Rebuilders $ 6,576
Degel Fender and Body Works $12,535

Mr. Ollendorff recommended that the 1969 Seagraves ladder truck be sold to the City
of Neosho, Missouri for $50,000, and further, that the low bid of $6,576 be awarded
to Whiteline Wrecked Truck Rebuilders for repainting the ladder truck.
Mrs. Thompson moved approval of both recommendations. Mr. Levy seconded the motion,
which carried unanimously.

LINDEN AVENUE CURB AND GUTTER IMPROVEMENTS
The City Manager said the City of Clayton, following procedures identical to Univer-
sity City's, had taken bids for concrete curb and gutter work on their side of Lin-
den Avenue. Since the prices were very favorable, Mr. Ollendorff recommended that
the City Council authorize payment to the City of Clayton in the necessary amount
(approximately $15,000) to pay Noonan Construction Company for work accomplished on
the eastern curb line of Linden Avenue in University City, from the south city lim-
its to Kingsbury Boulevard. Mr. Ollendorff also noted that all residents on Linden
had signed an agreement to pay their share of the special assessment for this work.
Mrs. Metcalfe moved approval. Mr. Schoomer seconded the motion, which carried unan-
imously.

PERSONNEL REPORT
The Personnel report for the week ending November 20, 1982 was received and ordered
filed.

RESOLUTION

Mayor Mooney read a resolution in which the City Council requested the assistance
of the St. Louis County Municipal League and the Missouri Municipal League in its
effort to defend itself against a lawsuit which questions the right of municipali-
ties to establish property tax rates within the limits of the State Constitution
and Statutes. The resolution is attached hereto.
Mr. Lieberman moved approval. Mr. Adams seconded the motion, which carried unani-
mously.
