In addition, the ordinance stated that no occupancy permit <br /> would be issued until all conditions were complied with. <br /> Mrs. Metcalfe moved preliminary approval, based on complete compliance with Ordi- <br /> nance No. 5190. Mrs. Thompson seconded the motion. <br /> <br /> Mr. Lieberman pointed out that the staff had recommended withholding approval until <br /> all repairs were completed, and he noted the Council could not deny approval of the <br /> condominium conversion once repairs were made satisfactorily. He asked the Council <br /> to vote negatively on the motion so that the applicant could proceed to make re- <br /> pairs and then return for approval. <br /> Mr. Adams also urged the Council to vote against the motion, stating that the appli- <br /> cant would not be denied the right to subdivide his property once he had complied <br /> with ordinance requirements. Mr. Adams wished to be certain the apartment resi- <br /> dents received official notification of the conversion proposal, and also that the <br /> required work was done satisfactorily. <br /> Mr. Levy agreed with Mr. Lieberman and Mr. Adams. <br /> <br /> Mrs. Metcalfe and Mrs. Thompson withdrew their motions. <br /> Mr. Levy then moved that the application be tabled, pending completion of satisfac- <br /> tory repairs. Mr. Schoomer seconded the motion, which carried unanimously. <br /> <br /> SITE PLAN - 1217 NORTH AND SOUTH ROAD <br /> <br /> The City Manager said an application was received from Mr. Earnest Allen, operator <br /> of Allen's Washer and Dryer Service, for site plan review for a new building at 1217 <br /> North and South Road. Mr. Ollendorff said approval could not be recommended since <br /> one of the primary purposes of site plan review was to ensure compatibility with the <br /> City's master plan, and the area in question was slated for future redevelopment <br /> aimed at obtaining the best possible use of land. He said the continued utilization <br /> of small parcels for varying types of uses was not only detrimental to the area but <br /> would make future assembly of adequate sized parcels for redevelopment more difficult. <br /> However, he added that no specific plan has yet been developed and it was unlikely <br /> that such a plan would be developed in the near future. Therefore, the Council may <br /> determine that it was unreasonable to withhold approval for this proposal. Should <br /> approval be granted, it was recommended that conditions include landscaping and in- <br /> stallation of a sidewalk, as well as depositing sufficient funds in escrow to assure <br /> completion of parking and driveway pavement following completion of MSD construction <br /> currently taking place on this property, <br /> Mr. Keith Cracraft, 7441 Kingsbury, attorney for the applicant, asked to address the <br /> Council. He said Allen's, which is presently located at 7579 Olive, sells and ser- <br /> vices washers and dryers, and has been in University City for ten years. He noted <br /> that the present location was inadequate in both size and accessibility. <br /> There was discussion about the drawbacks of Allen's present location and the advan- <br /> tages of the site on which the new facility would be located, which was already owned <br /> by Mr. Allen. Mr. Cracraft described the plans for the site, including the landscap- <br /> ing and parking area. <br />
