Session 1318, Minutes Page 6
November 8, 1982

Mr. Levy said the Council did not have control over entrepenurial judgment, and af-
ter examining the area, he felt the argument that this was not the highest and best
use of the site could not be used to deny the application. He moved approval, with
the additional conditions requiring installation of a sidewalk and appropriate land-
scaping, and sufficient funds deposited in escrow for completion of parking and
driveway pavement, per staff recommendations. Mrs. Thompson seconded the motion.
There was further discussion concerning the area as being one slated for future de-
velopment in keeping with the master plan. Several councilmembers said they were
unaware that this area was to be redeveloped. Mr. Ollendorff said that other areas
have received higher priority as far as money and staff time were concerned, but
that it might be possible for Community Development resources to be applied in this
area in the next year or two, if Council so directed. After more discussion, it
was generally agreed that although the proposed use was not the highest and best
use of the site, it appeared that market conditions, as well as the nature of the
community, made it unlikely that a comprehensive redevelopment would take place in
the near future.
The question was called, and all voted Aye.
PURCHASE OF PARK MAINTENANCE VEHICLES
The City Manager said the City solicited bids from thirteen area truck dealers for
the purchase of two Park maintenance vehicles, a 31-ton pickup truck, and a ~-ton
pickup with 4-wheel drive, with the following response:
Pickup with
Dealer Standard Pickup 4-Wheel Drive
King Dodge $ 6,332.80 $ 8,262.00
Kribs Ford $ 6,219.00
Broadway Ford $ 6,370.00 $ 8,000.00
St. Ann Dodge $ 6,131.90 $ 7,340.00

Mr. Ollendorff recommended that the trucks be purchased from St. Ann Dodge for a
total cost of $13,471.90 after trade-in.
Mr. Adams moved approval, with Mr. Schoomer seconding the motion. All voted Aye.

PERSONNEL REPORT

The Personnel report for the week ending November 6, 1982 was received and ordered
filed.
FIRE DEPARTMENT REPORT

The Fire Department report for the month of October, 1982 was received and ordered
filed.

POLICE DEPARTMENT REPORT
The Police Department report for the month of October, 1982 was received and ordered
filed.
