LOUIS COUNTY, MISSOURI." <br /> The bill was assigned No. 7555 and given its first reading. <br /> <br /> PROPOSAL FOR SALES TAX INCREASE <br /> <br /> Mr. Lieberman called attention to a proposal formulated by the Economic Development <br /> Study Committee of the St. Louis County Municipal League for a 3/8c~ sales tax in- <br /> crease. He stated that the tax would generate from $30 to $40 million a year, <br /> which would be used mcstly to help existing businesses develop and expand. The <br /> plan provided that each $15,000 invested must lead to at least one new job, or that <br /> amount can be withdrawn from the recipient. He said that studies done by the Uni- <br /> versity of Missouri-St. Louis and Washington University showed that the whole field <br /> of job incentives appeared to be in the area of small, existing businesses. He <br /> pointed out that the proposal had a sunset provision of five years. Mr. Lieberman <br /> said the plan would be brought up for discussion at the next meeting of the League <br /> on November 18. Following that, special meetings will be held during-December, and <br /> it was hoped that by the end of December a plan having the backing of both the City <br /> and County would be ready to go to the State Legislature for their action. <br /> ADJOURNMENT <br /> Mayor Mooney adjourned the meeting at 8:50 p.m. <br /> <br /> <br /> Dolores A.
