Mooney presided
and called the meeting to order at 7:30 p.m. In addition to the Mayor, the follow-
ing members of the Council were present:
Mr. Lawrence Lieberman
Mr. Joseph L. Adams, Jr.
Mrs. Cynthia Metcalfe
Mr. Marvin B. Levy
Mr, Paul E. Schoomer
Mrs. Betty L. Thompson
Also present were City Manager Frank Ollendorff and City Attorney Dennis F. Kay.

MINUTES

Mr. Schoomer moved that the minutes of October 11, 1982 be approved as received.
Mr. Levy seconded the motion, which carried unanimously.
OATH OF OFFICE

Mr. Herbert J. Gralnick, 7437 Tulane, recently appointed to the Municipal Commission
on Arts and Letters, was sworn in by the City Clerk. The Council congratulated Mr.
Gralnick and the Mayor said the City very much appreciated his willingness to serve.

ANNOUNCEMENT
Mayor Mooney stated that Ms Sue Clancy, who was appointed to the Committee for Ac-
cess and Local Origination Programming (CALOP) at the last Council meeting, had with-
drawn her name. Therefore, Continental Cablevision will submit three new names to
the Council, from which one will be chosen to serve on this committee.

CITY MANAGER'S AGENDA
PACKAGE BEER LICENSE - 6511 OLIVE BOULEVARD

The City Manager said the application for the All in One Food Shop to sell beer by
the package at 6511 Olive Boulevard met all requirements and was recommended for ap-
proval. Adjacent property owners have been notified that the application was being
considered. This matter was postponed several times for further consideration,
since a petition which objected to the granting of this license was signed by a num-
ber of neighborhood residents.
Mr. Ralph T. Thomas, whose business address is 6509 Olive, asked to address the
Council. Mr. Thomas urged the Council to approve the application. He said Mr.
Ross, the owner, was an excellent businessman, and granting him a beer license
would attract more people to the area, which also meant more taxes would be paid to
the City. He said Mr. Ross kept the area around the store very neat.
