Session 1317, Minutes Page 2
October 25, 1982

Mr. Carl Golder, 11857 Featherwood, said he has had business dealings with Mr. Ross
and found him to be honest and trustworthy. He thought Mr. Ross should be granted
the beer license.
Mr. Erwin Podolsky, 7522 Amherst, asked to address the Council. Mr. Podolsky said
he had known Mr. Ross for two years and that he has always operated his businesses
(two stores in the City of St. Louis) very well.

Mrs. Velma Davis, 535 N. Rock Hill Road (business address 6513-15 Olive) asked to
address the Council. Mrs. Davis said she came to the meeting because she was con-
cerned about what the granting of a package beer license would bring to the area.
She said there were already several places nearby which sold liquor, and she was
also concerned about crime. She said Mr. Ross' store (next door) had been burglar-
ized and she now felt obliged to put in an alarm system at her cafeteria. She did
not want an establishment with a liquor license next door to hers. She also stated
that the area was no neater now than it had been before Mr. Ross started his busi-
ness. Mrs. Thompson asked Mrs. Davis if she thought she would lose customers if Mr.
Ross received a beer license. Mrs. Davis felt some of her customers might not come
in because she thought certain types of people would hang around Mr. Ross' store if
he sold iced beer.
Mr. James H. McIntosh, 33 Chapel Hill Estates, asked to address the Council. He
said Mr. Ross, with whom he has done business, was a man of high character, honest
and able. Mr. McIntosh thought a beer license would help Mr. Ross be a more suc-
cessful businessman, noting that he was anxious to see small business prosper in
this area.
Mrs. Elsie Glickert, 6712 Etzel, asked to address the Council. She said this mat-
ter had nothing to do with Mr. Ross' character, but was simply a matter of the num-
ber of outlets which had beer or liquor licenses. She said there were an ample
number of places in the neighborhood in which to purchase beer already, and felt an
ice cream store did not need a beer license.
Ms Betty Chaffin, 1146 Dammert, Lemay (business address 7336 Manchester) asked to
address the Council. She said she has worked as bookkeeper for Mr. Ross for eight
years, and knows him to be of good character. She was in favor of his receiving a
package beer license.
Mrs. Thompson called attention to the fact that a petition supporting the granting
of a package beer license to Mr. Ross had been circulated. The petition was given
to the City Clerk and will be circulated to councilmembers.
Since the petition was not turned in prior to the meeting, Mayor Mooney suggested
that this matter be taken under advisement.
Mr. Alonzo Ross, 5738 W. Florissant, operator of the All in One Food Shop, was
asked to respond to questions. Mr. Ross said he had several letters supporting his
application, in addition to the petition. He said he thought a large grocery chain
would not have difficulty getting a beer license. Mr. Levy asked Mr. Ross why there
was already a sign on his store advertising the availability of ice cold beer. Mr.
Ross said he had expected to acquire a license without so much trouble--he said he
has had three businesses in St. Louis, and had never been denied a beer license. He
said the beer signs were posted because he expected to be able to sell beer.
