She was concerned <br /> about a situation at Cicero's restaurant, where beer by the package was being sold, <br /> she said. She thought this was offensive to the neighborhood, and noted that when <br /> the restaurant had been granted its liquor license, the owner said he did not in- <br /> tend to sell liquor by the package but only with meals. She suggested that the ad- <br /> ministration look at Webster Groves ordinances, which she said seemed to have good <br /> control over restaurants which served liquor. She said the licenses coming before <br /> the Council should be looked at very carefully, and in addition, careful scrutiny <br /> should be given when liquor licenses were reissued. Also, the income declared by <br /> taverns and restaurants should be examined very closely to be sure it is accurate. <br /> Mr. Lieberman said he was concerned about the November 2 election costs assessed to <br /> the City. He said it was unfair that University City had to pay election costs on <br /> the basis of registered voters when it had only one issue on the ballot, and other <br /> cities had a great many issues on the ballot but would pay much less because of <br /> fewer registered voters. He thought this was a sound constitutional issue and that <br /> the City should fight this matter to try to make it more equitable by bringing it <br /> to the attention of the state and the courts, if necessary. <br /> In response to Mrs, Metcalfe, Mr. Ollendorff said the new state law which was the <br /> justification for the assessment of such high election costs had been reviewed by <br /> the staff and found to be essentially in agreement with the St. Louis County Board <br /> of Election Commissioners" interpretation of that law, <br /> ADJOURNMENT <br /> <br /> Mayor Mooney declared the meeting adjourned at 8:55 p.m. <br /> <br /> <br /> <br /> Dolores A.
