<br /> <br /> <br /> <br /> Session 1316, Minutes Page S <br /> October 11, 1982 <br /> <br /> <br /> submission, the first vote of the Plan Commission, to deny the application totally, <br /> was defeated five to two. They discussed whether the old building should be re- <br /> tained (since it would lend itself to reuse better than the new design), or whether <br /> a new building should be erected. The new building was approved by a vote of four <br /> to three. Mrs. Metcalfe pointed out that the area was zoned "LC" (Limited Commer- <br /> cial), permitting only small businesses since it was very close to residences. She <br /> said according to the Code, the Council must base its decision on the criteria of <br /> whether or not the business will contribute to and promote the community welfare. <br /> She felt that it might be an intrusion and detrimental to the neighborhood if it <br /> stayed open late, but said she would be willing to approve it if it closed at 9:00 <br /> p.m. <br /> Mr. Adams moved to deny the application for the following reasons--the business was <br /> not necessary for the public convenience, it was not designed to benefit the health, <br /> welfare and safety of the community, and he did not believe it would improve the <br /> value of property in the neighborhood. Mr. Schoomer seconded the motion. <br /> Mrs. Thompson suggested that this matter be tabled until the opinion of the absent <br /> councilmember was known. Mayor Mooney said Mr. Levy had informed him, prior to his <br /> departure, that he was unalterably opposed to this project in all respects. <br /> The roll call vote was as follows: AYES: Councilmembers Lieberman, Adams, Schoomer <br /> and Mayor Mooney. NAYS: Councilmembers Metcalfe and Thompson. The motion to deny <br /> carried by a vote of four to two. <br /> VACANT LOT TAX WAIVER <br /> <br /> The City Manager recommended that back taxes in the amount of $133.77 be waived for <br /> a 30' x 132' vacant lot west of 6808 Corbitt. The daughter of Mr. Jerome Link, <br /> 6808 Corbitt, wished to purchase the lot to add to the side yard of her father's <br /> .home. <br /> Mr. Adams moved approval. Mr. Schoomer seconded the motion, which carried unani- <br /> mously. <br /> <br /> REQUEST FOR SOLICITATION PERMIT BY THE COALITION FOR THE ENVIRONMENT <br /> <br /> The City Manager said the Coalition for the Environment, 6267 Delmar, submitted an <br /> application for permission to solicit contributions in University City. The funds <br /> obtained will be used to provide educational programs in the areas of energy con- <br /> servation and solar energy; air quality; solid waste management; water resource de- <br /> velopment and land use policy. The organization has worked successfully with Uni- <br /> versity City on the T'reesaver program. A door-to-door canvass will be conducted <br /> during daylight hours on Saturdays only from October through January, 1983, using <br /> three to six solicitors whose names will be supplied in advance as per ordinance. <br /> A representative of the Coalition was present. <br /> Mrs. Metcalfe moved approval, with Mrs. Thompson seconding the motion. All voted <br /> Aye. <br />
