Mro Ollendorff noted that
colored water would be used for teaching purposes. Staff analysis and review found
that the proposal was in substantial compliance with all applicable ordinances.
Mrs. Metcalfe moved approval, with Mr. Adams seconding the motion. All voted Aye.

PUBLIC HEARING - VACATION OF PORTION OF FOREST PARK AVENUE

The City Manager said a public hearing on the proposed vacating of the unimproved
portion of Forest Park Avenue in Cunningham Industrial Park was set for 8:00 p.m.
The Redevelopment Authority has recommended this action and a bill on this matter
has been prepared for introduction on the City Clerk's docket.
Mayor Mooney opened the public hearing at 8:25 p.m. There was no response from the
public, and the hearing was closed at 8:25 p.m.

PRINTING OF 1983 CITY CALENDAR

The City Manager said the City solicited bids from 26 area printers for the print-
ing of the 1983 City calendar, with the following response:
Comfort Printing Co. $ 8,959
Krawll Printing Co. $ 9,389
Garber Graphics Service $ 9,682
Fiedler Printing Co. $ 9,742
Universal Printing Co. $ 9,749
Buxton and Skinner $10,320
Jefferson Printing Co. $10,657
Valcour Printing Co. $11,000
Cordes Printing Co. $12,497
Con Curran Printing Co. $12,998
It was recommended that the award be made to Comfort Printing for their low bid of
$8,959. Mr. Ollendorff noted that the staff has had excellent experience with Jeff-
erson Printing and several others; however, Comfort Printing met City specifications,
even though it would not have been recommended if proven quality was to be stressed.
Mr. Adams was concerned that the calendar be sent to citizens on time. Mr. Ollen-
dorff said that specifications called for the calendar to be finished in good time
for it to be delivered before the first of next year.
Responding to Mrs. Metcalfe, Mro Ollendorff said it would be extremely difficult be-
cause of the time frame to change printers if a problem showed up. Mrs. Metcalfe
asked what would be done if the printer did not meet the timetable set up by the
specifications. Ms Susan Glassman, Assistant City Manager, said that delivery date
of the printed calendar was sufficiently late that there probably would be no alter-
native except to try to get the printer to hurry, and that it would be too late to
take other bids. Ms Glassman said the concern was not with a deadline but with the
quality of printing of the low bidder. Mr. Ollendorff said his personal opinion was
