<br /> <br /> <br /> <br /> _ Session 1315, Minutes Page 13 <br /> September 20, 1982 <br /> <br /> All voted in favor of postponing this matter until the next Council meeting, Octo- <br /> ber 11. <br /> <br /> FIRE TRUCK LEASE-PURCHASE INVESTMENT <br /> <br /> The City Manager said the City received proposals for the lease-purchase of the <br /> aerial-tower fire vehicle which is to be delivered next month. By making lease <br /> payments over a five-year period, the City would be able to invest the funds set <br /> aside for this purchase and could realize substantial earnings. Since the payments <br /> to a leasing agent would be considered as a tax-free municipal loan, the interest <br /> rate the City could earn on its funds would amount to considerably more than the <br /> interest or carrying charges. The most favorable proposal was that submitted by <br /> Commerce Bank, which would take the form of a renewable annual loan. The floating <br /> interest rate would be less than the amount that could be earned by the City. In- <br /> terest earnings would be utilized to reduce the annual loan payment, and based on <br /> the current prime rate, the amount earned by the City would exceed the total of <br /> five annual loan payments by more than $70,000. Mr. Ollendorff recommended accep- <br /> tance of the proposal from Commerce Bank. <br /> Mr. Adams moved approval. Mr. Schoomer seconded the motion, which carried unani- <br /> mously. <br /> SITE PLAN - 8600 OLIVE BOULEVARD (DAIRY QUEEN RESTAURANT) <br /> The City Manager recommended approval of a site plan at the Dairy Queen store, 8600 <br /> Olive Boulevard, which included two indoor commercial amusement devices. The site <br /> plan met all zoning code requirements and standards, and as long as the video games <br /> were limited to two, it would not be considered an amusement center. Thus, there <br /> were no additional business license requirements. <br /> Responding to Mr. Adams, Mr. Ollendorff said he knew of no other machines of this <br /> type in the immediate area. <br /> <br /> Mr. Lieberman reminded the City Manager that he had asked some time ago whether or <br /> not the number of participants and the age of participants could be limited in an <br /> establishment which has amusement devices. Mr. Ollendorff said the code would have <br /> to be amended to provide for those restrictions, and he could not say whether those <br /> provisions would be constitutionally acceptable. The code's only restriction now is <br /> an age limit (18) in a business which was predominantly an amusement center (there <br /> are no amusement centers in University City). Mr. Lieberman asked that this be <br /> looked into with a view toward putting a limit on the number of participants allowed <br /> in an establishment in which amusement devices were not the predominant part of the <br /> business. <br /> Mrs. Thompson moved approval. Mr. Levy seconded the motion, which carried unanimously. <br /> SITE PLAN - 6665 DELMAR BOULEVARD <br /> <br /> The City Manager recommended approval of a site plan for temporary use of part of <br /> the second floor at 6665 Delmar for classroom purposes by Childgrove School.
