Students shall be closely supervised in the building and rules shall be estab- <br /> lished so that groups of children are not permitted in the public areas of the <br /> building without staff supervision. <br /> <br /> 2. Students shall not be dropped off or picked up by automobile on Delmar. <br /> <br /> 3. Use shall be terminated on or before December 31, 1982. Under no circumstances <br /> is the permit to be renewed or extended to cover a longer time period. <br /> Mr. Ollendorff said it should be emphasized that use will cease on or before Decem- <br /> ber 31, 1982, since prolonged use for school purposes would be detrimental to the <br /> long-term plan for development of commercial and office use in this part of the <br /> ` City, and specifically in this building, <br /> Mr. Bob Hellrung, 6644 Kingsbury, owner of the building at 6665 Delmar, asked to ad- <br /> dress the Council. Mr. Hellrung spoke in support of Council approval of the site <br /> plan, but with the elimination of the third condition. He said tenants in the <br /> building were a mix of those related to human needs and human services, all of whom <br /> were very happy with the presence of Childgrove, He preferred that such a binding <br /> restriction not be attached to the approval, because in case Childgrove's construc- <br /> tion did not go as planned, he would like to be able to extend their tenancy in the <br /> 1 building. <br /> Mr. Lieberman asked Mr. Hellrung if he would still be opposed if the current site <br /> plan approval extended only to December 31, and then if an extension were required, <br /> another site plan approval would have to be requested. Mr. Hellrung said he had no <br /> objection. <br /> Mr. Levy asked Mrs. Dora Gianoulakis, operator of Childgrove School, when construc- <br /> tion was expected to terminate, and she said it should be completed by November 15. <br /> He asked if she would be amenable to Mr. Lieberman's suggestion as a compromise. <br /> Mrs. Gianoulakis agreed. <br /> <br /> Mr. Schoomer moved approval of the site plan, including Mr. Lieberman's proposal, <br /> with the additional proviso that Childgrove be allowed to reapply, if that becomes <br /> necessary, with no fee charged. Mr. Ollendorff interjected that the review would <br /> be thorough and costly, and he did not feel the charge should be waived. Mrs. Met- <br /> calfe pointed out there was really no discrepancy, and suggested that the motion <br /> include approval until December 31, 1982, as suggested by staff. The school will <br /> simply reapply if it becomes necessary. She so moved. Mrs. Thompson seconded the <br /> motion, which carried unanimously. <br /> INDUSTRIAL PARK STREET VACATION <br /> The City Manager said the University City Redevelopment Authority recommended that <br /> the unimproved portion of Forest Park Avenue (a paper street) in Cunningham Indus- <br /> trial Park be vacated, a recommendation with which he concurred. This was an ap- <br /> parent oversight when other streets in the industrial park were vacated. All ap- <br /> propriate boards and departments have reviewed the matter and found no objection. <br /> He asked that the Council direct that a bill be prepared, or at least give indica- <br /> tion that they were in agreement with the administration on this matter. <br /> Mr. Lieberman said it was necessary to hold a public hearing before a street may be <br />
