The Council was in agree- <br /> ment that this matter should move forward. <br /> <br /> CITIZEN COMMENTS <br /> <br /> Mr. Rubin Schlafman, 747 Yale, asked to address the Council. Mr. Schlafman called <br /> attention to an article in the Community News, which stated that senior citizens <br /> would be reimbursed for one roll (50) of refuse bags which they did not use during <br /> the year. He pointed out that there might be other very small families which did <br /> not use the number of bags allotted and thought perhaps they should be reimbursed, <br /> also. He said it might be advisable for the City to get an expression from those <br /> who use refuse bags as to how many bags they actually use. He also suggested that <br /> delivery of the bags be made every three months instead of every two months. <br /> 1983 CITY COUNCIL MEETING SCHEDULE <br /> The City Manager requested that final approval be given to the City Council meeting <br /> schedule for next year so that it will be possible to complete the City calendar on <br /> time. Mr. Adams moved approval, with Mr. Levy seconding the <br /> motion. All voted Aye. <br /> <br /> REFUSE COLLECTION SERVICE SUPPLIES <br /> The City Manager said the City solicited bids for the supplying of lids, brackets, <br /> containers and other miscellaneous parts in regard to the City's refuse collection <br /> service. Only one bid was received, from Missouri Petroleum Products Co., in the <br /> amount of $13,846.10. Mr. Ollendorff recommended approval. <br /> <br /> Mr. Levy asked why there was only one bid. Mr. Ollendorff said this company was <br /> the sole supplier for EMCO products, which are the containers and parts used by <br /> University City. Other companies could have bid if they wished to fabricate the <br /> parts. <br /> Mr. Levy moved approval. Mr. Schoomer seconded the motion, which carried unani- <br /> mously. <br /> REQUEST FOR SOLICITATION PERMIT BY THE COALITION FOR THE ENVIRONMENT <br /> <br /> The City Manager said the Coalition for the Environment, 6267 Delmar Boulevard, <br /> submitted an application for permission to solicit contributions in University <br />
