<br /> <br /> <br /> <br /> <br /> Session 1314, Minutes Page 7 <br /> August 23, 1982 <br /> <br /> SITE PLAN - OLIVE AND WATTS (GRALNICK INTERIORS) <br /> <br /> The City Manager recommended approval of a Site Plan for Gralnick Interiors, Olive <br /> Boulevard and Watts Avenue, subject to the following conditions: <br /> 1. Development shall be constructed and maintained in general conformity <br /> with the submitted plan. <br /> <br /> 2. Furnish complete landscaping plans to Director of Planning for review <br /> and approval prior to obtaining a building permit. Landscaping shall <br /> be installed and maintained in general conformity with the approved plan. <br /> 3. Install a ramp from parking lot to delivery door and add a parking stall <br /> for handicapped parallel to the walk along the rear of the building. <br /> <br /> 4. The minimum lot area requirement of Section 34-35.6 is reduced to permit <br /> the proposed construction. <br /> Mr. Ollendorff said that the site was a difficult one to work with, and all condi- <br /> tions have not yet been met, However, the development was within the general con- <br /> cept of good land use in that area, and it was the staff's opinion that this was a <br /> well-designed project, considering the shortcomings of the site. He recommended <br /> approval. <br /> Mrs. Metcalfe moved approval, subject to the conditions listed above. Mr. Levy sec- <br /> onded the motion. <br /> <br /> Mrs. Metcalfe called attention to a staff statement concerning the use of the lot in <br /> question. She said she was not opposed to incentives and assistance in land assem- <br /> blage, but if bold thinking in terms of land assemblage encouraged more substantial <br /> development along Olive, she would like to see more of it, and she felt the Council <br /> would, also, whether or not it was popular. <br /> Mr. Hyman Gralnick, 6721 Vernon, proposed developer of the site, was asked to come <br /> forward to comment and respond to questions concerning the listed conditions. Re- <br /> sponding to Mr. Lieberman, Mr. Gralnick said he would comply insofar as he was able <br /> with the first two conditions. He said the third condition would probably not be <br /> needed, since the parking lot was to be on the same level as the building. He said <br /> his development would enhance the area, while noting he has been a businessman in <br /> University City for 25 years and was expanding here because he had confidence in the <br /> City. <br /> Mr. Al Goldman, Director of Planning, was asked to respond to Mrs. Metcalfe's ques- <br /> tion about the fourth condition. Mr. Goldman said the Zoning Code provided that a <br /> 20% variation in minimum lot size was permitted by conditional use permit or site <br /> plan approval. The lot under discussion was 10,500 square feet, while the minimum <br /> required was 12,500; however, that was within the variation permitted. <br /> All voted in favor of the motion. <br /> <br /> FIRE EQUIPMENT LEASE/PURCHASE <br /> The City Manager said a memorandum to the Council, dated July 21, 1982, reviewed the <br />
