SESSION 1312

MINUTES OF THE UNIVERSITY CITY COUNCIL

July 26, 1982

At a regular meeting of the City Council of University City, held in the Assembly
Room of the City Hall on Monday, July 26, 1982, Mayor Joseph W. Mooney presided and
called the meeting to order at 7:30 p,,,m. In addition to the Mayor, the following
members of the Council were present:
Mrs. Cynthia Metcalfe
Mr. Marvin B. Levy
i Mr. Paul E. Schoomer
Mrs. Betty L. Thompson
Absent: Mr. Lawrence Lieberman and Mr. Joseph L. Adams, Jr.

Also present was City Manager Frank Ollendorff. City Attorney Dennis Kay was ab-
sent.

OATHS OF OFFICE
Mayor Mooney said a very pleasant duty was to be performed in that Charles F. Blair
and Gerald S. Williams had recently been promoted within the Fire Department, and
were to be sworn in as battalion chief and captain, respectively. The City Clerk
administered the oath of office. The Mayor noted that the father of Mr. Blair had
also served in the Fire Department. Mr. Blair's wife and mother were both present,
as was the fiancee of Mr. Williams. Both men were congratulated by those present,
and there was a round of applause.
FILM - TREESAVER PROGRAM

Mr. Sidney Schneider was askad to come forward to introduce and screen a new film
on the treesaver program, an environmental services program designed by University
City. The program, which has saved 85,000 gees in its ten-year existence, recy-
cles newspapers, which are collected from residences every two weeks. The film ex-
plained that the program began with single-family homes, and has now been expanded
to include multi-family buildings. It noted the program was voluntary, but had a
high level of interest and participation by University City residents, partly be-
cause it is so easy to use the service.
The Council expressed app-eciation for being shown the film, commenting on its de-
sirable public relations features. Mr. Ollendorff said the film was being distrib-
uted to cable television and other media.
CITY MANAGER'S REPORTS.

GOLF COURSE RESERVATIONS
a~
The City Manager said it had been recommended by the Park Commission that a new
Recreation Department program be set up to allow, under limited conditions, resi-
dent golfing foursomes to reserve tee times. Mr. 01lendorff said he opposed the
recommendation, believing it would add unneeded problems.
