He noted the price was substantially less than the <br /> City has paid for the last several years. He also noted that the next two bidders <br /> do not meet the City's tests. <br /> Mrs. Metcalfe said the packaging of the recommended bag was good, but she felt its <br /> durability did not measure up to a bag she bought in a market, which was 1.5 mil, <br /> 2 ply. She felt the bags tore too easily, and the resulting hole widened very <br /> quickly. <br /> Mrs. Thompson said she and Mr. Lieberman had received fewer complaints about the <br /> tissue-type bags that were used two years ago than any of the other bags used be- <br /> fore or since.. Mr. Ollendorff asked Mr. Dieckgraefe to comment. <br /> <br /> Mr. Al Dieckgraefe, Director of Public Works, said the bag used two-years ago was a <br /> high-density, high molecular weight bag, supplied by General Poly, which was no <br /> longer in business. He said the City was not aware of another supplier with a simi- <br /> lar bag. He concurred with Mrs. Thompson's assessment of that bag. He also noted <br /> that there have been price drops on plastic bags for the last four years. <br /> Mr. Levy said Mrs. Metcalfe's assessment of the recommended bag was correct as com- <br /> pared with the one she brought from home, but there was also a large price differ- <br /> ential. Mr. Levy said he had subjected the recommended bag to lab tests, and it <br /> tested out very well, beyond the 2.0 mil, in fact. Mrs. Metcalfe asked if the <br /> tests showed how fast a hole enlarged, which was what she was primarily concerned <br /> about. Mr. Levy said that specific feature was not measured, but tests do show a <br /> bag's puncturability (how far it will stretch and expand before it punctures. He <br /> said this bag measured better than any of the 2.0 mil and also did very well on the <br /> drop test. <br /> <br /> 1. <br />
