It passed both the hang and drop tests. Mrs. Metcalfe said she felt it was more important to test what happened to the bag after it got a hole t--how fast the hole enlarged. That determined how much lit- ter and refuse would be present. Mr. Levy said he was not aware of a commercial test that measured how rapidly a hole enlarged, but he felt a bag which was difficult to puncture would more nearly be the type of bag Mrs, Metcalfe thought was desirable. i Mr. Levy moved approval of the 1.4 mil Super Tuff bags from Adams Industries, Inc:, at a unit price of $44.28 per 1000, with an extended price of $114,667.49 Mr. Schoomer seconded the motion, which carried unanimously. i LEASE OF AUTO FOR CITY MANAGER The City Manager stated that bids were solicited from twelve area companies for the lease of a car to be used by himself. The lease is for 24 months and includes main- tenance. Accounting in March, 1979, completed its restatem,_-nt of "1968 Governmental Accounting, Auditing and Financial Reporting" principles and released "Statement 1, Governmental Accounting and Finan- cial Reporting Principles." Statement 1 provisions were effective for the City's fiscal year that ended June 30, 1981. In the past, encumbrances at year end were charged as expenditures against the bud- get and recorded as a liability, thereby decreasing fund balances. However, State- ment 1 changed the method by which encumbrances are recorded. Encumbrances will not constitute expenditures or liabilities and consequently will not decrease the fund
