It <br /> passed both the hang and drop tests. <br /> Mrs. Metcalfe said she felt it was more important to test what happened to the bag <br /> after it got a hole t--how fast the hole enlarged. That determined how much lit- <br /> ter and refuse would be present. <br /> <br /> Mr. Levy said he was not aware of a commercial test that measured how rapidly a <br /> hole enlarged, but he felt a bag which was difficult to puncture would more nearly <br /> be the type of bag Mrs, Metcalfe thought was desirable. <br /> i <br /> Mr. Levy moved approval of the 1.4 mil Super Tuff bags from Adams Industries, Inc:, <br /> at a unit price of $44.28 per 1000, with an extended price of $114,667.49 Mr. <br /> Schoomer seconded the motion, which carried unanimously. <br /> i LEASE OF AUTO FOR CITY MANAGER <br /> The City Manager stated that bids were solicited from twelve area companies for the <br /> lease of a car to be used by himself. The lease is for 24 months and includes main- <br /> tenance. The response was as follows: <br /> <br /> Enterprise Leasing All Car Leasing Weber Chevrolet <br /> 1982 Chevrolet Monte Carlo $395.13 $356.50 <br /> 1982 Ford Fairmont* 355.00 <br /> 1982 Malibu Sedan $403.56 <br /> <br /> Excess Mileage Chart <br /> <br /> Over 50,000 3.8.,, 6.Oo 3.5G <br /> Over 60,000 3.8G 6.0o, 4.5~ <br /> *Mr. Ollendorff pointed out that this model. has a wheel base of 105", which did not <br /> meet the specification of a 106" wheel base. <br /> <br /> Mrs. Metcalfe moved approval of the bid from Weber Chevrolet for a 1982 Chevrolet <br /> Monte Carlo in the amount of $356.50 per month for 24 months. Mr. Levy seconded the <br /> motion, which carried unanimously, <br /> REAPPROPRIATION.OF ENCUMBRANCES <br /> <br /> The City Manager said the National. Council on Governmental. Accounting in March, 1979, <br /> completed its restatem,_-nt of "1968 Governmental Accounting, Auditing and Financial <br /> Reporting" principles and released "Statement 1, Governmental Accounting and Finan- <br /> cial Reporting Principles." Statement 1 provisions were effective for the City's <br /> fiscal year that ended June 30, 1981. <br /> In the past, encumbrances at year end were charged as expenditures against the bud- <br /> get and recorded as a liability, thereby decreasing fund balances. However, State- <br /> ment 1 changed the method by which encumbrances are recorded. Encumbrances will not <br /> constitute expenditures or liabilities and consequently will not decrease the fund <br />
