Session 1312, Minutes Page 16
July 26, 1982

Mrs. Thompson asked why the channels could not be cleaned out. Mrs. Metcalfe said
that was a logical question which she had also asked, but it seemed the problem then
became one of erosion. Parts of the channel have been dredged in the past, which
resulted in very severe erosion. Mrs. Thompson asked why the residents at Hafner
Court could not be relocated in University City and Hafner Court closed. The Mayor
noted that those moving into a flood plain are normally informed of that when their
occupancy permit was issued. Ms Roe said she was not informed. Mr. Ollendorff
said he would check to be sure that was being done routinely. The Mayor said any-
one living in a flood plain should be aware of it and should also be informed
about the procedure for acquiring flood insurance. Ms Roe said she had just re-
cently received a letter from the City, informing her about purchasing flood in-
surance, and what should be done in case of flooding, but that she had lived at
Hafner Court for more than two years.
Mrs. Thompson asked about the building of the floodwall next to the Royal Bank (ad-
jacent to Hafner Court). Mayor Mooney said the bank paid for having the wall built
after they were advised it was needed to protect their building. No University
City funds were used.
Mr. Schoomer said the building of Hafner. Court had been approved prior to the survey
done by the Corps of Engineers, and it was believed at the time it was built that
the ground was high enough, but since the area became more built up, there were few-
er and fewer places for the water to go during heavy rains. Mr. Schoomer also said
that the policy had changed--formerly all that was necessary for a loan closing or
transfer of property was a letter that the map of the flood plain had been checked.
Since 1981, the City required a formal statement and a check of the new map to any
lender, but he was not certain if there was a process for providing renters with
this information.
Mayor Mooney thanked Ms Roe for attending the meeting and expressing her concerns.
ADJOURNMENT
Mrs. Metcalfe moved that the meeting be adjourned. Mr. Levy seconded the motion.
Mayor Mooney adjourned the meeting at 10:25 p.m.

Dolores A.
