<br /> the 1982-83 budget and above.

<br /> Mayor Mooney opened the public hearing at 8:27 p.m.

<br /> There were no comments from *_he public, and the public hearing was closed at 8:27
<br /> p.m.
<br /> Mr. Levy moved that the Council adopt the tax rate as set forth above. Mr. Schoom-
<br /> er seconded the motion. All voted Aye except Mrs. Thompson, who voted Nay. The
<br /> motion carried by a vote of four to one.
<br />
<br /> UPGRADING OF CITY'S COMPUTER SYSTEM
<br /> The City Manager said the Council had requested an update or analysis of the City's
<br /> computer system, which was done jointly by Texas Instruments (TI) and REJIS person-
<br /> nel. The report was distributed to Council. After review with REJIS and the City's
<br /> own consultant, Andy Arizala of the Arizala Corporation, Mr. Ollendorff recommended
<br /> that the City purchase a second mini-computer system, to be used primarily by the
<br /> Finance Department, with the Police and Planning Departments continuing to use the
<br /> old system. However, considerably more funding would be needed than formerly anti-
<br /> cipated, The one-time cost for equipment and installation was $89,312, with first
<br /> year maintenance of $8,946, for a total of $98,258. The amount budgeted was $35,000,
<br /> necessitating a transfer of $63,258 from the Contingency Fund. Mr. Ollendorff said
<br /> there were time restraints, since the City was experiencing serious problems be-
<br /> cause of overloading. He noted that Mr. Adams, who was somewhat knowledgeable in
<br /> this area, had spent time with Mr. McPhail reviewing the recommended action and re-
<br /> ported that he was satisfied with the recommendation.
<br /> Mr. Levy asked that Mr. McPhail, Director of Finance, and Ms Zanna Stepanek, Direc-
<br /> tor of Systems Development for REJIS, who helped with the analysis, come forward.
<br /> Mr. Levy said he was not a computer expert but felt he had a functional knowledge
<br /> of them and what they were supposed to do. He noted he had some grave concerns
