There was discussion about whether or not all <br /> members of the golfing foursome had to be residents in order to use the reservation <br /> system. Mr. Levy then changed his motion to include the premise that all members <br /> of the foursome must be residents in order to make reservations. <br /> Mrs. Metcalfe pointed out that there would be some discrimination against a Univer- <br /> sity City resident who was either not part of a foursome or whose foursome had non- <br /> residents. Brief discussion followed. <br /> I <br /> Mayor Mooney and Councilmembers Metcalfe and Levy voted in favor of the motion; <br /> Councilmembers Thompson and Schoomer voted against it. The motion carried by a <br /> f vote of three to two. <br /> RETAIL BEER AND WINE SALES <br /> <br /> The City Manager said an application was received from Say Cheese, Inc., 8141 Del- <br /> mar, for a license to sell beer and wine by the package at retail. All City re- <br /> quirements have been met, and affected City departments have reviewed the applica- <br /> tion, with no problems reported. Mr. Ollendorff recommended approval. <br /> Mr. Schoomer moved approval, with Mr. Levy seconding the motion. <br /> <br /> Mrs. Metcalfe asked that the applicant, Mr. Tom Frillman, 7420 Tulane, come for- <br /> ward. Answering Mrs. Metcalfe's questions, Mr. Frillman said his business was for- <br /> merly distributing cheese wholesale, and he now planned to add a retail operation <br /> which would be open from 11:00 a.m. to 6:00 p.m. He said he would not keep later <br /> hours with the possible exception of a period near the holidays when he might like <br /> to stay open until 8:00 p.m. Mrs. Metcalfe noted there would be opposition in the <br /> neighborhood if this or any other store which sold alcoholic beverages stayed open <br /> late, so she was somewhat concerned about setting a precedent. She moved to amend <br /> Mr. Schoomer's motion by adding time restraints, specifically that the business <br /> may open as early as 9:00 a.m. and must close by 9:00 p.m. Mr. Levy seconded the <br /> motion, which carried unanimously. Mr. Schoomer's amended motion also carried <br /> unanimously. <br /> PUBLIC HEARING - ESTABLISHMENT OF PROPERTY TAX RATE <br /> The City Manager said the Ciry Council ordered a public hearing at 8:00 p.m. for <br /> the purpose of establishing a property tax rate for the City for fiscal year 1982- <br /> 83. The rate was actually established in June, as required by the City Charter, <br /> but state law required that a public hearing be held after actual assessed valua- <br /> tions are received from the St. Louis County Assessor. However, those figures <br /> were not received by the City until after July 1, when the fiscal year has already <br /> _ begun. State law also required that the City advertise the public hearing, which <br /> was done at least seven days prior to the public hearing. Mr. Ollendorff pointed <br /> out that the figures received from the Assessor were less than anticipated, and <br /> will bring in several thousand dollars less than the budget adopted June 7, 1982 <br /> called for.
