The general rule for buildable prop- <br /> erty is to accept 10% or $100 as payment in full, however, full waiver <br /> may be granted for adjacent property upon demonstration of proposed use <br /> beneficial to the neighborhood. <br /> Variations from the general rules will be made in the following cases: <br /> <br /> 1. Property with more than nominal value. <br /> 2. Major City expense within past five years. <br /> 3. City expense for the direct benefit of waiver applicant. <br /> 4. Unusual evidence of applicant's ability and willingness to improve <br /> appearance and utilization of property. <br /> I <br /> Mr. Ollendorff noted it was advantageous to the City in several ways for vacant <br /> property to revert to private ownership. First, the property was returned to tax <br /> rolls. Second, City ordinances were more readily enforceable against private, as <br /> opposed to County-owned, property. Third, better maintenance and often property <br /> improvement was usually evident. Several other advantages may accrue as well. <br /> The property may afford additional yard area and thus a better environment for the <br /> new adjacent owner. Also, if the property was buildable, neighborhood image im- <br /> provement would result from development activity. <br /> Mrs. Metcalfe moved approval. Mr. Levy seconded the motion, which carried unani- <br /> mously. <br /> CONSIDERATION OF BIDS FOR SNOW REMOVAL SALT <br /> The City Manager said the City solicited bids from nine suppliers for the furnish- <br /> ing of snow removal salt, with the following response: <br /> <br /> Initial Deliveries Subsequent Deliveries <br /> <br /> Domtar Industries, Inc. $12.25 per ton $12.75 per ton <br /> Cargill, Inc. $12.75 per ton $12.75 per ton <br /> International Salt Company $14.00 per ton $14.00 per ton <br /> Morton Salt Division of <br /> Morton-Norwich Products $14.39 per ton $14.69 per ton <br /> Gunther Salt Company $15.73 per ton $19.70 per ton <br /> Mr. Ollendorff said that similar to last year, the City's acquisition of approxi- <br /> mately 1,000 tons was a portion of a cooperative purchase estimated at 9,000 tons, <br /> which includes supplies for 14 cities. Participating cities will requisition their <br /> needs through University City. He recommended awarding the contract to Domtar In- <br /> dustries, Inc., Sifto Salt Division, Schiller Park, IL 60176, as the lowest and <br /> r best bid. He noted the price was substantially lower than bids received by the City <br /> of St. Louis and also St. Louis County for a much larger supply. The price to Uni- <br /> versity City 'last year was $14.45 per ton. <br /> Mr. Levy moved approval, with Mr. Schoomer seconding the motion. All voted Aye. <br />
