Session 1310, Minutes Page 5
June 21, 1982

Mayor Mooney asked Mr. Ollendorff to prepare a written summation of Councils de-
liberations on this matter, setting forth suggested policy so it may be discussed
at an upcoming meeting.
Mrs. Metcalfe thought it was very desirable to strongly encourage an adjacent owner
to acquire vacant property; however, it was not as desirable to encourage a non-
adjacent owner to do the same, and in that event, the Council would probably like
to attach different conditions. She asked if the City would encourage Mr. Love to
sell the other properties he acquired to adjacent owners, and Mr. 011endorff said
that was correct.
Mr. Schoomer reiterated that he thought the Council would want to keep the option
of forgiving back taxes, all or in part, as the only one available. The Council
should not set a policy or guidelines but reserve the decisions to itself in each
case.

Mayor Mooney said in the future the lot dimensions should be given in the informa-
tion which Council receives on available vacant property. Mr. Lieberman concurred,
noting that Council should have as much information as possible about each property,
including dates when charges against the property were incurred.
TAX ABATEMENT - 6525 CHAMBERLAIN

The City Manager recommended that back taxes in the amount of $820 on Lot 54, Cham-
berlain Avenue (6525), West Chamberlain Park, be waived. The adjacent property
owner recently purchased the lot from St. Louis County for $100. The County assess-
ed the property at $530.
Mr. Lieberman stated that the adjacent owner had maintained this vacant lot for
many years.

Mr. Levy moved approval. Mrs. Thompson seconded the motion, which carried unani-
mously.
BIDS FOR ASPHALTIC CONCRETE. AND COLD PATCH

The City Manager said the City solicited bids from five area suppliers for the fur-
nishing of asphaltic concrete and cold patch for the Street Division, with the fol-
lowing response:
Asphaltic
Concrete Cold Patch Total
Fred Weber, Inc. -
Materials Division $ 8,750 $ 1,075 $ 9,825
Prices per ton ($17,50 for asphaltic concrete and $21.50 for cold patch) are the
same as they were last year. It was recommended that the award be made to Fred
Weber, Inc. in the amount of $9,825.
Mrs. Metcalfe moved approval. Mr. Levy seconded the motion, which carried unani-
mously.
