The original application (with four machines, <br /> the same number as the present application) did not require site plan review; how- <br /> ever, the ordinance's present interpretation requires site plan review;, Mr. Ollen- <br /> dorff said the application met all code requirements and he recommended approval, <br /> with the proviso that amusement machines be limited to four. <br /> Mr. Thomas, 6019 Waterman, was asked to come forward. Responding to questioning, <br /> Mr. Thomas said his primary, business was a newsstand, sealing magazines and out-of- <br /> town newspapers, He said he planned eventually to phase out the amusement machines <br /> but that they would act as kind of a buffer through the summer until the Washington <br /> University students returned to school and became clients for the magazines and <br /> newspapers, <br /> Mr. Levy said he had w-_s.ted the business; which was run as Mr, Thomas described, <br /> and he was very impressed with the business-like atmosphere. He said the business <br /> was an asset to the area and he would like to make it possible for it to continue <br /> without interruption, <br /> Mr. Schoomer, speaking generally rather than specifically to this case, said the <br /> use of video games or devices had been subject at times to extreme abuse, and he <br /> felt the most rigid of restrictions should be placed on any business where these <br /> machines are used, to pror_ec= the City and its residents. He suggested that the <br /> conditions include that the establishment be limited to four machines, that hours <br /> of operation by ',hose that have been suggested and that this be written into what- <br /> ever approval is granted. M--^s. Thompson moved approval, with those restrictions. <br /> Mr. Ollendo,_ff pointed out that a large number of restrictions are part of the or- <br /> dinance and ink.Iuded qualifications, hours of operation, etc. Mr. Kay briefly sum- <br /> marized the conditions. <br /> Mr. Thomas said he was willing to abide by the restrictions if other people in the <br /> community would abide by then also Mr. Ollendorff said a license could be granted <br /> only if the applicant agreed to all conditions in the ordinance; however, the site <br /> plan must be approved first, <br /> Mr. Levy seconded Mrs. Thompson's motion, which carried unanimously. <br /> SALARY CHANGES <br /> <br /> Mr. Adams moved that the saliries of the two direct employees of the City Council <br /> be adjusted as agreed to previously by the Council. Mrs. Metcalfe seconded the mo- <br /> tion, which carried unanimously. <br /> BILLS FOR SECOND READING <br /> <br /> BILL NO~ 7537 - AMENDING CHAPTER 4 MUNICIPAL CODE RELATING TO ALCOHOLIC BEVERAGES, <br /> BY REPEALING Sw-C'TION 4-52 AND ENACTING IN LIEU THEREOF A NEW.SECTION TO BE KNOWN AS <br /> "SECTION 4-52. PICNIC LIQUOR LICENSES," BY AMENDING SAID SECTION SO AS TO PROVIDE <br /> FOR YEARLY KJLTIPLE PICNIC LICENSES <br /> Bill No. 7537 was given its second reading. <br /> Bill No. 7537 was given its third reading. <br />
