<br /> <br /> <br /> <br /> <br /> Session 1309, Minutes Page 10 <br /> June 7, 1982 <br /> <br /> Mr. Schoomer asked if transportation funds were available in the camp budget, and <br /> if the premise of having a section of the pool to use for lessons was feasible for <br /> the camp. Mrs. Gianoulakis said there were no funds for transport to the pool nor <br /> to pay for lessons. <br /> <br /> After consultation with the Parks Director, Mr. Ollendorff said a small section of <br /> the Heman pool could be set aside at the beginning of the afternoon public swim ses- <br /> sion at 1:00 p.m. for an hour or two, with Childgrove's own instructors. However, <br /> fees would be involved, since even residents are charged. <br /> Mayor Mooney said he thought the amendment proposed by Mr. Adams was a reasonable <br /> compromise, and he called for a vote on the amendment. All voted Aye except Mrs. <br /> Thompson and Mr. Levy, who voted Nay. <br /> Mayor Mooney then called for a vote on the conditional use permit, as amended, and <br /> all voted Aye except Mr. Levy, who voted Nay. The Mayor reviewed the conditions, <br /> stated earlier. Mr. Ollendorff added that it should be made very clear that the <br /> permit is for this year only. <br /> <br /> CLARIFICATION. RE PROPOSED CONDOMINIUM CONVERSION AT 6803 KINGSBURY <br /> Mr. Ollendorff said he wished to respond to a question. asked during discussion of <br /> this agenda item. He said the results of the inspection were mailed to the owner <br /> several weeks ago, and the owner was present when the inspector pointed out to her <br /> the problems of her (the owner's) own apartment, and the maintenance person was <br /> present when the building violations were pointed out. <br /> SPECIAL BUSINESS DISTRICT PLAN AND BUDGET <br /> <br /> The City Manager said the University City Loop Special Business District Commission <br /> has prepared its annual plan and budget in accordance with the law, and has sub- <br /> mitted it to the City Council for approval. Its program for the next fiscal year <br /> is based on a thorough review of merchant and property owner concerns and is a con- <br /> tinuation of the successful efforts inaugurated last year. Mr. Ollendorff recom- <br /> mended approval of the plan and budget as presented. He said the property owners, <br /> merchants and the commission were to be congratulated for an outstanding job, and <br /> he said the public should be reminded that these funds were derived from a special <br /> tax agreed to by all parties. <br /> Mr. Adams moved approval. Mr. Levy seconded the motion, which carried unanimously. <br /> ANNUAL BUDGET APPROVAL <br /> <br /> Mr. Ollendorff said the revised budget before the Council for final action was bal- <br /> anced at a total of $100,000 less than the 1981-82 budget, and this was due, in part, <br /> to a reduction in the fund balance to the minimum level consistent with fiscal in- <br /> tegrity. His opinion was that additional expenditures must be offset by reductions <br /> in other programs or new taxes. Additional reductions in expenditures would serve <br /> to provide a greater margin of financial security. He said it would be necessary <br /> to continue to find additional cost-cutting measures in order to avoid even larger <br /> tax increases next year. He noted that the basic objective was to cut back on low- <br /> er priority programs in order to maintain high quality in those areas which are <br />
