Even though some of the <br /> campers were not residents, he was not ready to give up trying to arrange swimming <br /> instruction at Heman pool. He said the Council has an obligation to the neighbor- <br /> hood and its residents, and should not take the easy route out by accommodating a <br /> use which is at best very questionable in terms of what is best for the City in the <br /> long run. <br /> Mrs. Metcalfe took issue with the word "cavalier" and noted that the Plan Commis- <br /> sion had spent a great deal of time on this issue, as she was sure the Council had, <br /> also. She said there was no sure way of assessing the amount of intrusion and noise <br /> that would be engendered through use of this pool, but she thought the Plan Commis- <br /> sion expended as much mental power as possible in deciding whether the recommenda- <br /> tion was so excessive as to be unfair. Mr. Levy said he retracted the word "cava-- <br /> lier." <br /> Mr. Adams said several speakers had mentioned setting a precedent, and that con- <br /> cerned him in terms of the non-resident children using the Heman Park pool. He <br /> thought that might open the way for other groups to request the same use of the He- <br /> man pool as Childgrove, and he questioned whether that would be in the best total <br /> interests of University City citizens. He did not feel it was proper for the Coun- <br /> cil to decide who may or may not be invited to a private swimming pool. <br /> Mr. Schoomer asked Mr. Ollendorff to comment on the availability of Heman Park pool <br /> and state the policy of use and exclusion of individuals or groups from the pool. <br /> Mr. Ollendorff said non-residents are not given swimming lessons, although the Coun- <br /> cil had the power to waive that rule. However, the pool was fully utilized during <br /> mornings, although time could be provided in the afternoon, if the Council so directed. <br /> Mr. Levy responded to Mr. Adams by noting that the Council had the authority to <br /> grant exceptions when extenuating circumstances made that necessary, and in this <br /> case an exception must be granted no matter what decision is taken. As far as set- <br /> ting a precedent, he noted that the Council had the authority to prevent that from <br /> happening, also. He felt that the exception that should be made in this instance <br /> was that at Heman pool and not at the private residential area. He wished to be <br /> sure that Childgrove had a facility in which to complete its summer swimming pro- <br /> gram, but said he would feel more comfortable finding an accommodation at Heman Park, <br /> even though exceptions to pool policy must be made, rather than allow the swinuWLing <br /> to continue in the neighborhood. If that accommodation cannot be made, he said he <br /> would be inclined to agree with Mrs. Metcalfe's recommendation. <br /> Mrs. Metcalfe said she thought that trying to have afternoon swimming classes at a <br /> public pool like Heman was not close enough to what the camp has already built its <br /> schedule around. She said it was necessary to get more specific information from <br /> Mr. Ollendorff as to exactly what was available at Heman Park for Childgrove, in <br /> order to determine if that was a feasible alternative. <br /> Mr. Levy said he did not have the idea to integrate the Childgrove swimming program <br /> into the regular swimming lesson schedule at Heman pool, but to actually find pool <br /> space and allow them to function as an integrated program exactly as they would <br /> have done at their private pool. <br />
