<br /> r~ <br /> t <br /> <br /> SESSION 1308 <br /> <br /> <br /> MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br /> May 24, 1982 <br /> <br /> At a regular meeting of the City Council of University City, held in the Assembly <br /> Room of the City Hall on Monday, May 24, 1982, Mayor Joseph W. Mooney presided and <br /> called the meeting to order at 7:30 p.m. In addition to the Mayor, the following <br /> members of the Council were present: <br /> <br /> Mr. Lawrence Lieberman <br /> Mr. Joseph L. Adams, Jr. <br /> Mrs. Cynthia Metcalfe <br /> Mr. Marvin B. Levy <br /> Mr. Paul E. Schoomer <br /> Mrs. Betty L. Thompson <br /> Also present were City Manager Frank Ollendorff and City Attorney Dennis F. Kay. <br /> I <br /> MINUTES <br /> Mrs. Metcalfe said she thought Mr. Kay might have been incorrectly quoted in the <br /> minutes of May 3, 1982. After brief discussion, she moved that the words "and/or <br /> state statute" be added to the last sentence in the second paragraph on page 2, so <br /> that the sentence reads "He said City Attorney Dennis Kay had met with a number of <br /> other city attorneys and County Municipal League officials, and the general consen- <br /> sus was that increases in fees were legal if they were already authorized by ordi- <br /> nance and/or state statute." Mrs. Thompson seconded the motion, which carried unan- <br /> imously. Mr. Levy then moved that the minutes of May 3, 1982 be approved as amend- <br /> ed. Mrs. Metcalfe seconded the motion, which carried unanimously. <br /> TRIBUTE - MRS. ZELDA EPSTEIN <br /> <br /> Mayor Mooney noted that the community suffered a great loss with the recent death <br /> of Mrs. Zelda Epstein, a former member of the City Council. Mrs. Epstein served on <br /> the Council from April 3, 1962 to January 19, 1970 and also served as liaison to <br /> the Park Commission for many years. She was honored for her years of dedicated ser- <br /> vice with a resolution passed by the Council in April, 1970. Epstein Plaza was ded- <br /> icated to Mrs. Epstein and her husband, Milton (also a former councilmember), in <br /> October, 1974. <br /> OATH OF OFFICE <br /> <br /> Dr. John H. Gladney, 7361 Teasdale, recently appointed to the University City Board <br /> of Health by the Council, was sworn in by the City Clerk. Mayor Mooney thanked Dr. <br /> Gladney for being willing to serve the City in this way. <br /> CITY MANAGER'S REPORTS <br /> <br /> COMMUNITY NEWS ADVERTISING <br /> The City Manager said he was seeking Council authorization to contact local busi- <br /> nesses for the purpose of determining interest in selling advertising in the Com- <br />
