Mr. Schoomer commented that <br /> most services transferred to St. Louis County have not been maintained as well after <br /> the transfer, even though savings resulted for the City. He cited street mainten- <br /> ance and dog control as examples. Mrs. Glickert said it would be ideal to keep ev- <br /> erything under local control, but budgetary constraints may not permit that in all <br /> areas. <br /> Rev. Sterling Lands, 6943 Roberts, asked to address the Council. Rev. Lands said <br /> that several neighborhood groups had encountered a great deal of red tape in trying <br /> to meet at the Pershing Community Center, a facility formerly operated jointly by <br /> the City and School Board but which was now solely under the auspices of the School <br /> Board. He asked for a line item in the City's budget which would provide either <br /> part- or full-time administration at the Pershing Center and also would provide as- <br /> surance that maintenance was kept up to par. Rev. Land's second request was for a <br /> community relations program involving the Police Department and the neighborhood <br /> whereby there would be a foot patrol. He felt this would improve relations between <br /> the police and the people in the community, particularly the youngsters, and also <br /> make the community feel more secure. He said this would be especially welcome in <br /> the northeast section of the Third Ward, if it could not be done throughout the <br /> City. <br /> Mayor Mooney closed the public hearing at 9:35 p.m. <br /> Mr. Lieberman concurred with Mr. Schoomer's remarks concerning transfer of services, <br /> stating that after a transfer, the City ends up subsidizing services to the unincor- <br /> porated areas of St. Louis County and does not receive the same quality services it <br /> had previously and anticipated receiving from the County. He felt this had happened <br /> with the Health Department, noting that the City had to fight to get any dog control <br /> services at all, and last year had none until the administration insisted upon them. <br /> He said University City citizens pay $100,000 a year in taxes to the County Health <br /> Department and do not get a good return on their money. Mrs. Metcalfe said that the <br /> City received more than just the use of the County Hospital for its taxes to the <br /> Health Department, and said she wished to make it clear that Mr. Lieberman was not <br /> speaking for the entire Council in this matter. <br /> FEDERAL GENERAL REVENUE SHARING <br /> The City Manager said a second public hearing had been scheduled for 8:30 p.m. on <br /> the proposed use of Federal General Revenue Sharing funds. He said the City would <br /> receive $323,392 this year, a 10% reduction from last year. Mr. Ollendorff recom- <br /> mended that the entire amount be used for street lighting costs, which are approxi- <br /> mately 30% higher than they were a year ago. The allocation will not cover those <br /> .costs, an increasingly larger amount of which must come from the General Fund of <br /> the City. <br /> Mr. Lieberman reminded the Council that at the first public hearing, Mr. Sid Schnei- <br /> der had requested $1,500 for senior citizen transportation. <br /> LIQUOR LICENSES <br /> <br /> The City Manager said it was suggested that the City Council review three areas of <br /> concern in connection with liquor licenses.
