<br /> <br /> <br /> <br /> <br /> Session 1308, Minutes Page 8 <br /> May 24, 1982 <br /> <br /> to allow multiple picnic license privileges for organizations such as CASA so it is <br /> not necessary for them to appear before the Council for approval for each concert <br /> at which they desire to sell alcoholic beverages. The Council could limit this li- <br /> cense to beer and wine or permit a full range of alcoholic beverages. The second <br /> item was to determine which elections should be included in the prohibition against <br /> alcoholic beverages. Currently, sales are prohibited only on national and state bi- <br /> ennial election days and the primary election immediately preceding, although some <br /> communities prohibit sales on local election days as well. The third item was the <br /> City Council's policy regarding the issuance of the newly created beer and wine by <br /> the drink category, which could be limited to legitimate restaurants in non-resi- <br /> dential neighborhoods.. <br /> Mrs. Metcalfe said the question of the multiple picnic license was extremely impor- <br /> tant, and she thought the Council might need some guidelines for councilmanic deci- <br /> sion-making. Up to the present, only not-for-profit organizations have applied, <br /> and she wished to be certain the Council would not be put in the position of having <br /> to approve a license which would abuse the privilege of a multiple license. Mrs. <br /> Metcalfe recommended that an ordinance be drawn up embodying safeguards which allow <br /> civic, not-for-profit groups to apply for a multiple picnic license where liquor is <br /> only an incidental part of the event. <br /> Mr. Adams said although it probably made sense at the time polling places were in <br /> bars, he did not agree that it was necessary to close bars or place a prohibition <br /> on the sale of alcoholic beverages on election day. <br /> Mr. Lieberman said he felt the sale of liquor on election days should remain as it <br /> is now, with the state statutes requiring closing of bars on the general election <br /> day in November and the primary elections in even-numbered years. <br /> BIDS FOR FOGERTY PARK PLAYGROUND CONSTRUCTION <br /> <br /> The City Manager said the City solicited bids from seven companies for the purchase <br /> and installation of wooden playground equipment on the grounds of Fogerty Park. <br /> The following responses were received: <br /> Midwest Piping Contractors, Inc. $14,977 <br /> <br /> John Kalicak Construction, Inc. $16,860 <br /> <br /> J. H. Berra Construction Co., Inc. $17,150 <br /> Kozeny-Wagner, Inc. $22,878 <br /> <br /> Mr. 011endorff said the equipment was in conformance with plans which were discussed <br /> at several neighborhood meetings and also approved by-the Park Commission. He rec- <br /> ommended that the contract be awarded to Midwest Piping Contractors, Inc., in the <br /> amount of $14,977. <br /> <br /> Mrs. Metcalfe moved approval. Mr. Adams seconded the motion, which carried unani- <br /> mously. <br /> Mr. Lieberman asked if it was going to be possible to do the additional options <br />
