I

Session 1308, Minutes Page 9
May 24, 1982

which were discussed some time ago. Mr. Ollendorff said the bids were so favorable
that all of the optional items that were discussed would be done.

CONSIDERATION OF BIDS FOR PAINT AND.EQUIPMENT.- HOME REPAIR PROGRAM

The City Manager said the City solicited bids from five area suppliers for the fur-
nishing of paint and painting equipment for the 1982 Home Repair Program, with the
following response:
Pittsburgh Paints. $6,531.76
(no bids on one item)

Mid-States Paint and Chemical $6,626.99
Brod-Dugan $6,858.10

Pratt & Lambert, Inc. $9,180.09

Tiemann Industrial Hardware $9,306.65
(no bid on three items)

Mr. Ollendorff recommended that the order be split as follows: Pittsburgh Paint,
$3,093.39; Brod-Dugan, $1,665.00; and Mid-States Paint and Chemical, $1,152.56 for
a total of $5,910.95.
Mr. Adams moved approval, with Mrs. Metcalfe seconding the motion.

In response to Mr. Levy, Mr. Ollendorff said it was not possible to work on all the
homes requested, even though the program was expanded last year. He said the same
number of youngsters will be working in the program this summer, and it was expect-
ed that approximately the same number of homes will be repaired as were done last
summer,
All voted Aye.

NATIONAL LEAGUE OF CITIES MEMBERSHIP
The City Manager said a policy decision was needed regarding the City°s continued
membership in the National League of Cities (NLC). He noted if current dues were
not paid, the City would continue as an indirect member of the NLC through the Mis-
souri Municipal League and would be entitled to attend conferences and hold commit-
tee assignments. However, the City would lose the regular publications, direct
vote at the annual meeting and the right to hold certain offices on official com-
mittees. Current dues have already been budgeted and will be paid unless Council
instructs otherwise, but Mr. Ollendorff said 1983 dues would not be paid unless the
Council budgeted money for that purpose.
Mr. Adams said he did not understand why this matter was being brought up at this
time, since the paying of the current dues was discussed last year, and a decision
reached to pay them. Mr. Ollendorff said he had advised the Council that he be-
lieved the NLC was not serving the best interests of cities like University City at
this time, and several councilmembers, after receiving that opinion, had asked that
