<br /> <br /> <br /> <br /> SESSION 1307 <br /> <br /> <br /> MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> May 19, 1982 <br /> <br /> <br /> At a special budget study meeting of the City Council of University City, held in <br /> the Emergency Operations Center of City Hall on Wednesday, May 19, 1982, Mayor Jo- <br /> seph W. Mooney presided and called the meeting to order at 7:33 p.m. In addition <br /> to the Mayor, the following members of the Council were present: <br /> Mr. Lawrence Lieberman <br /> Mr. Joseph L. Adams, Jr, <br /> Mr. Marvin B. Levy <br /> Mr. Paul E. Schoomer <br /> Mrs. Betty L. Thompson <br /> Also present were City Manager Frank Ollendorff and Director of Finance Michael T. <br /> McPhail. <br /> I <br /> Absent: Councilmember Cynthia Metcalfe, who was excused. <br /> <br /> The public was invited to attend as observers. The budget was the only subject dis- <br /> cussed. <br /> I <br /> Since several people representing the Library were present, it was decided to start <br /> with the LibraEj (4000) budget (page C-103). <br /> Mr. Ollendorff said it had been found necessary to increase the tax rate for the li- <br /> brary to the full amount authorized by the voters ($0.40/$100), and that if this <br /> were not done, library services would be jeopardized. <br /> Mr. McPhail pointed out a correction on page C-105 under Capital Outlay. Under Of- <br /> fice Furniture and Equipment (3,08), the amount under Actual Expenditures 1980-81 <br /> should be changed from $7,913 to zero. <br /> <br /> Mr. Adams questioned the decrease shown for 1982-83 under Contractual Services, El- <br /> ectricity (5.02). Mr. Bruce Collins, Library Director, was asked to comment. Mr. <br /> Collins said the Library was exploring the possibility of an energy-saving program <br /> with the Honeywell Company. The cost of the program was reflected in Miscellaneous <br /> Outside Personal Services (1.10); however, the company guaranteed that utility costs <br /> would be reduced by at least $10,000. Since that time, Mr. Collins said it was felt <br /> that some of the things which were to be done by Honeywell could be done by the li- <br /> brary itself at a lower cost. Responding to Mr. Adams, Mr. Collins said Hospital <br /> and Medical Insurance (4.07) did not reflect the increased cost of medical insurance <br /> proposed by Blue Cross-Blue Shield. More information will be available after the <br /> City received new bids on medical insurance. Library employees pay about 50% of the <br /> cost of this insurance, however, whereas regular employees pay a smaller percentage. <br /> Still under Contractual Services, Mr. Adams asked about Depreciation (9.14), where <br /> no amount was shown for 1982-83. Mr. Collins said no funds were available to allot <br /> to that account; however, there are still funds in the account, and at the end of <br /> this fiscal year, there should be a balance of about $52,000. It was noted that the <br /> Contingency Account was only $5,704, but Mr. Collins said if there was a major ex- <br /> pense, it would be covered by the Library's maintenance agreement.
