Mr. Ollendorff said that this budget was approved by <br /> the Council in the fall of 1981, but is shown here so that all expenditures of the <br /> City will be in one place. <br /> Integrated Criminal Apprehension Program. The City Manager said this program will <br /> end September 30, 1982 and therefore shows three months' expenditures. It was <br /> hoped that federal money will be made available to help fund this program in the <br /> future. <br /> <br /> General Discussion. Mayor Mooney said that comments or questions on the budget <br /> should be put into memo form and circulated to the Council and City Manager, so <br /> all will know what is to be discussed. Mr. Ollendorff reminded the Council of the <br /> public hearing at the next meeting and that several groups will have representa- <br /> tives present who will argue for-continuation of their programs. He asked coun- <br /> cilmembers to get their comments and questions to him by the end of May. <br /> Mr. Adams said he had asked University City Residential Service several years ago <br /> to try to find alternate sources of revenue for their operation, and he felt they <br /> should continue to seek other funding. Mr. Schoomer said several programs would <br /> be going into effect quite soon which should provide them with additional revenue. <br /> Mr. Lieberman asked about wage increases, and Mr. Ollendorff said that could be <br /> discussed at the executive session scheduled for 6:00 p.m. Monday, May 24, prior <br /> to the Council meeting. He said it would be a small cost of living increase on the <br /> order of 5% or less, and would not be tied to comparisons with other communities <br /> because of University City's fiscal constraints. In addition, the administration <br /> was trying to formulate a plan to encourage less use of sick leave. <br /> Mr. Lieberman asked that there be a special tribute at the next Council meeting to <br /> memorialize Zelda Epstein, who served University City as a distinguished council- <br /> member for a number of years. Mrs. Epstein died earlier today. <br /> Mr. Adams called attention to a memorandum from Mr. Levy, which included a request <br /> that the Council issue a proclamation to encourage the United States and Russia to <br /> declare a nuclear freeze. Mr. Levy said if the Council favored this idea, he would <br /> like the proclamation to be on the docket at next Monday's Council meeting. <br /> <br /> ADJOURNMENT <br /> Mayor Mooney adjourned the meeting at 9:58 p.m. <br /> <br /> <br /> <br /> <br /> Dolores A.
