Under Con- <br /> tractual Services, Electricity (5.02) showed a decrease, since Mr. Ollendorff said <br /> he budgeted for two less traffic signals. Several locations were being studied, al- <br /> though no definite decisions have yet been reached. <br /> Public Works, Street Maintenance (2620). Mr. Ollendorff pointed out several changes <br /> which were to be made. Under Commodities, Concrete and Clay Products (2.05) should <br /> be changed from $40,640 to $34,640, due to lower prices for these products. Under <br /> Personal Services, Mr. Ollendorff said the budget called for reducing the work force <br /> by one or possibly two positions, but not until near the end of the fiscal year. Un- <br /> der Capital Outlay, Construction, Street Repair and Shop Equipment (3.09) includes a <br /> large amount to be used to purchase a truck which will do hot patching of potholes. <br /> He circulated a brochure describing this.truck. Mr. Adams pointed out a very press- <br /> ing need for facilities in which to store the large, expensive trucks which the City <br /> has been buying. Mr. Ollendorff said plans are to gradually build shelters for the <br /> equipment so it may be kept out of.the bad weather. Mr. Ollendorff said that Over- <br /> time Pay (4.0) was underbudgeted this year primarily due to leaf collection and un- <br /> usually heavy snow, so a larger amount is budgeted for 1982-83. The total cost of <br /> leaf collection was $75,000, about 1/3 of which extra cost--if there were no leaf <br /> collection, 2/3 of the cost would have gone to patching streets or similar activity. <br /> Under Contractual Services, Miscellaneous Outside Personal Services (1.10) was for <br /> temporary help, mainly for leaf collection. Mr. Levy asked why the 1982-83 amount <br /> was so much larger than the current year, and Mr. Ollendorff said this year was un- <br /> derbudgeted, as most citizens were now putting out their leaves for collection, and <br /> temporary help was needed. Mr~ Ollendorff-pointed out the very large increase in <br /> Miscellaneous Public Utility Services (5.10) which is the amount the City must pay <br /> for sewer repairs when private homeowners will not pay their fair share. He noted <br /> that eventually the City received most of the money owed in this category, since a <br /> lien is placed on the property and the property may not be sold until the lien is <br /> satisfied. He said the current year was underbudgeted by $12,000. <br /> Mr. Ollendorff circulated a brief report_to the Council on sealcoating, which comes <br /> under Street and Sidewalk Repairs (6.02). He said it was planned to sealcoat all <br /> streets in the City once every seven years. On sidewalk,repair, he said half the <br /> work is contracted out and half done by the City. Although there are a few excep- <br /> tions (where conditions are severe), one section of-the City-is done at a time. He <br /> said the Public Works Department made a complete survey of all sidewalks in the <br /> City about two years ago, He said curb repair (also 6.02) is not determined as sci- <br /> entifically as sidewalk repair. Most of the curbs that are repaired are ones that <br /> have been reported to the City as needing repair. He said he would get a report on <br /> the number of feet of curb repair each year for Mrs. Metcalfe. <br /> Mr. Levy asked if the budgeted amount was adequate to repair some extremely bad <br /> streets in University City, and he wished to know the criteria used to select streets <br /> for repair. Mr. Ollendorrff said there were three aspects of this problem: one was <br /> regular maintenance, patching of potholes and sealcoating; the second has to do with <br /> sudden failures which are not scheduled for repair, which may be due to an unusually <br /> harsh winter, etc.; and the thi-rd aspect was the street resurfacing or replacement, <br /> where actual needs were not known at this time. He noted that the 1980 bond issue <br /> brought the City pretty much up to date in this category, but the long-term list of <br /> streets to be included in this category is not yet complete.
