Session 1306, Minutes Page 6
May 17, 1982

Gay Avenue was in deplorable condition. Mr. Ollendorff said Gay Avenue was an un-
paved street which needed to-be paved, and that it was-not possible to correct the
problems in its present condition. He noted the Council had asked that this be an
agenda item at the next Council meeting, and that he would make.a full report at
that time. Mr. Levy said the street was dangerous, and he felt there must be some
way to repair it temporarily until the normal procedure for paving unpaved streets
could be followed. Mr. Ollendorff said he would have the information on Gay Avenue
by the next Council meeting as to whether or not there was a temporary measure
which might be effective, or whether the street is hopeless and whose residents
must petition for its improvement. Mr. Lieberman pointed out that the priority
list of streets slated for improvement (page B-28 of the budget) is out of date,
and Mr. 0llendorff agreed, noting that the list was set up a number of years ago
by Council and staff. Mr. Lieberman said there were better ways of treating streets
than sealcoating, and he asked that the Public Works Department look into this mat-
ter further. Mr. Ollendorff said there had been some revisions in the salting map,
and he pointed out what these were.
Planning and Development.(2640). Mr.. Ollendorff said the personnel budget was
slightly lower because of consolidation, and that there were no new changes in the
personnel budget. Mr. Schoomer asked about the costs for development of the City's
master plan, and Mr. 0llendorff said much of it would come from Community Develop-
ment funds. Under Contractual Services, Mr. Ollendorff said he would like to cut
Miscellaneous Other Operating Services (9.10), which was money set aside for demol-
ishing houses. He noted that this item was overbudgeted this year, and that he was
not aware of any demolishing activities required at present. The Council concurred,
and the amount was reduced by $4,000 to $500. Mr. Lieberman asked if Mr. 0llendorff
anticipated an increase or decrease in code enforcement activity. Mr. Ollendorff
said itwould be about the same as now.
Responding to Mrs. Metcalfe, Mr. Ollendorff said 90.tickets were issued on a recent
Sunday morning to trucks which were parked illegally in University City. Mayor
Mooney said the committee which was appointed to look into the matter of city main-
tenance and beautification (Mrs. Thompson, Mrs. Metcalfe and Mr. Adams) would be ex-
aming allegations made by several people concerning code enforcement. Mrs. Metcalfe
asked what the pattern has been for code violations. Mr. Ollendorff said that thou-
sands of inspections were made every year, that thousands of violations were found,
cited and corrected, and that he thought every neighborhood that had been reported
for violations was in better condition than it had been two years ago. Mr. Ollen-
dorff gave an extensive explanation of how the inspection system worked, and what
results should be expected. There was a brief discussion about maintenance that is
supposed to be done by Metropolitan Sewer District.
Public Works, Sanitation (2660). Mr. Ollendorff said plans called for the purchase
of two more one-man packers, so that personnel in this division are to be reduced
by one or two people toward the end of the next fiscal year. Mr. Lieberman said he
had been told by a number of people that there have been two workers on the one-man
trucks, and he wished some information about this. He said he also would like a re-
port on Mr. Ollendorff`s evaluation of how well the new system was working. Mr. 01-
{ lendorff said he would prepare such a report.
Mrs. Thompson asked if Weed Cutting, Spraying and Grading (9.04) was being eliminat-
ed. Mr. Ollendorff said the City would do all its own in the future and would not
i
i
I
