Mrs. Thompson <br /> asked about recycling, Mr. Ollendorff said that newspaper containers (Treesavers) <br /> had recently been placed at multi-family apartments, in addition to those already at <br /> single-family residences. He said several thousand dollars worth of newsprint will <br /> be recycled if the present rate of collection was maintained. Mr. Ollendorff said <br /> there was no viable alternative to the landfill now being used by University City. <br /> Under Commodities, Cleaning and Sanitation (2.04) should be reduced by $5,180 to <br /> $137,820. This item is refuse bags which the City will be able to purchase at a <br /> slightly lower price than expected, Mrs. Metcalfe said she did not think the ref- <br /> use bags used during the current year were satisfactory, and that she had noticed <br /> an increase in the amount of litter due to torn bags and had also received a number <br /> of complaints. There was further-discussion on this matter. <br /> Under Capital Outlay, Mr. Ollendorff called attention to Motorized Mobile Equipment <br /> (3.07) where it was anticipated that two new one-man packer trucks will be purchased <br /> for a net price of $50,000. <br /> Mr. Levy noted that on page C-65, the number of Animal control hours worked were to <br /> be reduced from 3,808 to 2,080, and in view of the number of complaints about dogs <br /> running loose, he wished to know why this was being done. Mr. Ollendorff said the <br /> larger number of hours had been paid by the federal government, but this has been <br /> eliminated, so the City has hired one full-time person to do this work. He noted <br /> that the County also furnished 16 to 20 hours a week, which was not reflected in <br /> the budget total. Mr. Lieberman said he did not believe the City was getting an <br /> adequate return on the amount its citizens paid through their taxes to the St. Lou- <br /> is County Health Department (which furnishes the part-time animal control). Mr. 01- <br /> lendorff said he would prepare a full report on all aspects of the animal control <br /> .problem. <br /> Mrs. Metcalfe inquired about the proposed elimination of Drop Day. Mr. Ollendorff <br /> said the Council should decide about that at a later point, after the new city-wide <br /> heavy trash pickup has been tried for awhile to see how successful it is. He also <br /> noted that Drop Day was almost self-supporting, so there was no urgency to discon- <br /> tinue it immediately. <br /> Public Works, Street Lighting (2670). Mr. Ollendorff said that street lighting <br /> costs were expected to increase significantly next year. Mr. Lieberman felt the <br /> amount in the budget may be inadequate.
