<br /> <br /> <br /> <br /> Session 1304, Minutes Page 4 <br /> May 3, 1982 <br /> <br /> <br /> Miscellaneous Operating Revenue (657) where the City expects to receive a rebate on <br /> worker's compensation insurance for 1982-83. <br /> Mr. Ollendorff stated that it would be necessary to dip into the fund balance for a <br /> total of $500,125 in order to balance the 1982-83 budget. He said $9,700,000 in <br /> revenue was expected, but expenditures now slated result in a $10,200,000 budget. <br /> If those figures remain as is, the fund balance at the end of the 1982-83 fiscal <br /> year will be $450,000. Ideally, it should be about $1,000,000, but certainly should <br /> not go below a minimum of $750,000, or one month's expenses. <br /> Mrs. Metcalfe said she felt the proposed budget should have been one the Council <br /> could live with and which reflected the administration's recommendations, rather <br /> than one which had to be changed somewhat drastically in order to avoid using so <br /> much of the fund balance. Mr. Ollendorff said that was why he stated earlier that <br /> the proposed budget was not a final recommendation and that changes would be sug- <br /> gested as the Council worked through the budget. It was thought that not as much <br /> would be spent during the current year as is shown in the budget, but not enough of <br /> the figures are available at this time to be certain, although more information <br /> will be forthcoming in the next few weeks. He said the Council would have the ad- <br /> ministration's final recommendations in the next few weeks. <br /> EXPENDITURES <br /> <br /> Legislative Services (1010). Mr. McPhail called attention to a typographical omis- <br /> sion (page C-4). Under Contractual Services, Dues and Memberships (9.03) should be <br /> added, with $9,054 inserted under 1980-81; $9,000 under 1981-82; and $8,500 under <br /> 1982-83. Mr. Ollendorff said Mayor Mooney had decided to drop membership in the <br /> National Conference of Mayors. Mr. Ollendorff said membership in the National League <br /> of Cities (NLC) was still included, although it was his recommendation this year, as <br /> last, that it be discontinued. He said councilmembers could still attend NLC meet- <br /> ings and receive pertinent information as long as the City remained part of the Mis- <br /> souri Municipal League. He did not feel that the NLC represented University City's <br /> concept of where the federal government should be headed. Mayor Mooney said the on- <br /> ly drawback of not belonging was that councilmembers could not serve on NLC steer- <br /> ing committees, and he felt the money could be spent more profitably in University <br /> City. Mr. Levy concurred that membership should be reconsidered. Mr. Adams dis- <br /> agreed, saying he concluded that the only way to change NLC policies was to be on a <br /> steering committee, where one has some influence. Mayor Mooney said he felt more <br /> influence was exerted by direct contact with congressional representatives and sen- <br /> ators. There was extended discussion on this matter. Mr. Levy said the real issue <br /> was whether or not the Council felt it was getting its money's worth from the NLC <br /> for the amount of dues paid ($1499), and he suggested that this matter be made an <br /> agenda item at an upcoming Council meeting where it can be discussed thoroughly. <br /> Mr. Ollendorff pointed out that Miscellaneous Other Operating Servides (9.10) in- <br /> cluded an amount for one election for 1981-82; nothing is appropriated for 1982-83 <br /> since an election is not scheduled. Under Commodities, Food (2.06) for 1981-82 in- <br /> cluded an amount budgeted for the biennial boards and commissions dinner. <br /> Personnel (1011). Mr. Ollendorff noted that job advertising was budgeted at a <br /> smaller amount, since the City will not be doing as much hiring. This will also <br /> cut down the number of physical examinations for new employees. <br />
