Under Contractual Services, Printing (3.04) showed <br /> a large increase, since the printing of the University.City calendar and the Com- <br /> munity News was moved to this account from Human Resources, Mr. Ollendorff said. <br /> He noted that some of the cost could be eliminated if advertising were sold in the <br /> Community News. Mayor Mooney and several others thought that might be a somewhat <br /> controversial matter, and it was suggested that it be made an agenda item at a fu- <br /> ture Council meeting <br /> Human Resources (1013). Under Contractual Services, Mr. Ollendorff explained that <br /> Miscellaneous Outside Personal Services (1.10) was the amount allocated to Univer- <br /> sity City Residential Services (UCRS). He noted they had requested a larger amount <br /> in order to provide a small wage increase for their workers; however, they were be- <br /> ing funded at the same level as 1981-82. <br /> Mayor Mooney asked about Central Garage Repairs and Maintenance (6.09) under Con- <br /> tractual Services. Mr. Ollendorff said that covered expenses to maintain the sen- <br /> ior citizen bus, excluding the driver. There was discussion, and it was decided <br /> that driver expenses would be moved to this account (from the Central Garage ac- <br /> count). Mr. Lieberman said it would be helpful for the Council to have a complete <br /> accounting of all of the expenses of operating the senior citizen bus. Mr. Ollen- <br /> dorff said he would try to get those figures. Responding to Mrs. Thompson, Mr. <br /> Ollendorff said the cost of operating the City's vehicles is nearly $1,000,000. <br /> In addition, other vehicle costs are charged to the departments which operate them. <br /> Mr. Ollendorff noted that in the past, the Director of Human Resources had spent a <br /> large part of his time in locating state and federal grants to help operate the <br /> City. However, since most of those resources are being eliminated, he will now try <br /> to initiate programs which make better use of the private sector, and will try to <br /> obtain funds or grants from that source. Under his direction, each department is <br /> to formulate a list of potential savings which may result from utilizing the re- <br /> sources of private commerce and industry. More will be reported on this at a later <br /> time. <br /> Legal Services (1014). Under Contractual Services, Legal and Stenographic Services <br /> (1.03) showed a decrease, which is due to fewer legal services being handled by out- <br /> side lawyers, according to Mr. Ollendorff. <br /> Traffic Violations Bureau (1015). Mr. Ollendorff said this account was formerly un- <br /> der the Finance Department, but is now shown as a separate account, since the admin- <br /> istration wished to show what it costs to collect traffic fines and schedule court <br /> dates. Mrs. Metcalfe asked about revenue generated by this department, and Mr. 01- <br /> lendorff said it was about $170,000; however that does not take into account police <br /> time spent in issuing tickets. <br /> Financial Administration (1016). Mr. Ollendorff said there.were major savings in <br /> this department, primarily due to installation of the computer system. Mr. McPhail <br /> commented on several specific categories. In response to a question, he said that <br /> under Contractual Services, Data Processing Rentals and Charges (7.06) for 1981-82 <br /> covered costs for REJIS which have been transferred to the Traffic Violations Bur- <br /> eau for 1982-83. <br /> Maintenance of City Property (1017). Mr. Ollendorff pointed out that under Contrac- <br /> tual Services for 1981-82, Transfer to Other Funds (9.17) was an amount put aside <br />
