The City has been informed by the <br /> successful bidder, the Sutphen Corporation, that they will still honor the original <br /> prices of February, 1981. It was recommended that these miscellaneous items of <br /> equipment be purchased from the Sutphen Corporation in the amount of $29,521. <br /> SELECTION OF AN AUDITOR Q3) <br /> <br /> The firm of Ernst and Whinney has performed auditing functions satisfactorily for <br /> University City for a number of years. It was recommended that the proposal from <br /> Ernst and Whinney to examine the financial status of the City for the year ending <br /> June 30, 1982, at a cost of $16,000 'be approved. It was also recommended that the <br /> proposal of Ernst and Whinney to examine the Fixed Asset Group of Accounts for the <br /> year ending June 30, 1982, at a fee not to exceed $4,000, be approved. <br /> Mr. Adams moved approval of the three items on the Consent Calendar. Mrs. Metcalfe <br /> seconded the motion, which carried unanimously. <br /> PUBLIC HEARING - MCKNIGHT PLACE SITE PLAN <br /> <br /> The City Manager said a public hearing to hear and consider citizen comments on <br /> the proposed McKnight Place site plan had been set for 8:00 p.m. Information re- <br /> garding the proposal has been disseminated to interested neighborhood residents at <br /> an earlier meeting. Mr. Ollendorff recommended that no action be taken following <br /> the public hearing until the city staff prepared a site plan approval with condi- <br /> tions that include the following: <br /> 1. Landscaping with dense plant material between the proposed new roadway <br /> and the western edge of the development. <br /> 2. Insuring proper stormwater drainage. <br /> 3. Provision for additional parking, should that prove necessary. <br /> 4. Each building to be occupied only after all access roads and parking <br /> facilities for that building are in place. <br /> 5. If the project does not continue once the first building is completed, <br /> or there is a delay of more than 18 months, remaining areas must be <br /> graded and planted. <br /> 6. Minimum floor area of 1400 square feet for each apartment. <br /> 7. The roadway connecting Barby Lane and West Kingsbury must be maintained <br /> free of standing water, ice, snow, etc. <br /> 8. Submission of final plan for landscaping entire area. <br /> 9. Submission of final plan for refuse storage. <br /> 10. Review by the staff of the actual parking layout. <br /> All plans are to be completed and conditions agreed to in writing with appropriate <br /> safeguards formulated by the City Attorney. Mr. Ollendorff said suggestions for <br /> other conditions or comments on this matter should be relayed to him. He noted <br /> that conditional approval of the site plan and street vacating bill, together with <br /> any necessary agreements, can be given final review by the Council at a future <br /> meeting. <br /> Mr. Lieberman did not feel that condition No. 5 could be controlled once site plan <br /> approval had been given. Mr. Ollendorff said if it could not be assured, then the <br /> Council should not approve the plan. He thought perhaps an escrow of some kind <br />
