Session 1303, Minutes Page 3
April 26, 1982

FORMATION OF COMMITTEES

Mayor Mooney said he wished to reactivate a committee whose charge had been to look
into the rates charged to residents who live on unimproved streets for work required
in finishing those streets. He said Mr. Lieberman would continue as chairman, and
he also appointed Mr. Levy and Mr. Schoomer to this committee. He asked the com-
mittee to report back to the Council in approximately six weeks.
The Mayor appointed Mr. Adams to head the second committee and he asked Mrs. Thomp-
son and Mrs. Metcalfe to serve as members. This committee was charged with gather-
ing ideas or identifying projects which would serve to beautify the City. The com-
mittee will work with the school and City administrations. He asked them to report
back to the Council after they have had several meetings. He noted that Mr. Ollen-
dorff had some information on this, also.
APPOINTMENT

Mr. Levy moved that Mr. Matthew McCauley be appointed to the City Plan Commission
for a term expiring January 1, 1984. Mr. Schoomer seconded the motion, which car-
ried unanimously.
CITIZEN COMMENTS

Ms Christy Chouteau, 808 N. McKnight, asked to address the Council on behalf of her
sister, Ms Eugenia Chouteau of the same address. Ms Chouteau said her sister has
had four pet cats for some time. However, a neighbor with whom she was involved in
an altercation had reported this to City authorities, who informed the Chouteaus
that City ordinances allow only two cats per household.
Mayor Mooney asked the City Manager to comment. Mr. Ollendorff said the ordinance
was very clear on this point, that not more than two cats were permitted, and there
was no provision for any variation. He said he had instructed Environmental Ser-
vices to allow a reasonable period to dispose of two of the cats, but he could do
nothing else unless the ordinance was changed, which he did not recommend.
CITY MANAGER'S REPORTS

CONSENT CALENDAR (THREE ITEMS)

FAIR IN THE SQUARE PICNIC LICENSE (#l)

It was recommended that a picnic license for the sale of beer at the annual Fair in
the Square celebration on Sunday, June 13, be granted. In past years, the Council
has waived the fees normally imposed for such licenses.
PURCHASE OF MISCELLANEOUS EQUIPMENT FOR FIRE DEPARTMENT LADDER TRUCK (#2)

Late summer delivery is expected of the Fire Department ladder truck ordered in
February, 1981. Fiscal constraints at that time required deletion of $37,821 of
ancillary equipment. It is now time to order this equipment; however, the amount
has been reduced to $29,521 because of deletion of certain equipment items that
