<br /> <br /> <br /> <br /> <br /> Session 1303, Minutes Page 7 <br /> April 26, 1982 <br /> <br /> Mr. Levy said he felt somewhat uneasy about approving this and that he had a cer- <br /> tain amount of skepticism about the validity of trying to ascertain the attitudes <br /> of people through a telephone call. He asked if there was a document which repre- <br /> sented the Master Plan as it is at present. He felt the updating was a good idea <br /> but said the Council must know the premise first. <br /> Mr. Ollendorff said the premise was that the Council had asked that there be an <br /> updating of the Master Plan. He noted that the project would take a great deal of <br /> staff time, in addition to that of the Plan Commission. Responding to Mr. Levy, <br /> Mr. Ollendorff said there would be a great deal of citizen involvement in addition <br /> to this survey, which was a small, but significant part of the entire updating pro- <br /> cess. <br /> Mrs. Metcalfe said there were two pieces of information which would be useful--a <br /> summary of what is now in the Master Plan, and an outline of the process for up- <br /> dating it. If that information was forthcoming, she felt the Council would feel <br /> more comfortable with approving this segment of the project. <br /> <br /> Mayor Mooney asked for a motion to approve. <br /> <br /> Mr. Lieberman said that until he knew and understood what extent and weight this <br /> particular survey had in the overall effect of the Plan, he would not support it. <br /> He moved to postpone until additional information was forthcoming. <br /> Mayor Mooney said he felt this was a step in the procedure that the Council previ- <br /> ously approved, and if that was understood, there was no reason to postpone. <br /> <br /> Mr. Levy concurred with Mr. Lieberman, saying he felt he needed more information. <br /> He seconded Mr. Lieberman's motion. <br /> All voted Aye except Mayor Mooney and Mr. Adams, who voted Nay. <br /> <br /> ANNUAL BUDGET PRESENTATION <br /> <br /> The City Manager said the proposed budget for the fiscal year beginning July 1, <br /> 1982, was presented for City Council review. Study meetings are scheduled for <br /> May 3, May 17 and May 19. The public is not only welcome, but urged to attend to <br /> see the kind of consideration councilmembers will be giving to the budget, Mr. 01- <br /> lendorff said. Public hearings on the budget and the use of revenue sharing funds <br /> will be held on May 24. It was suggested that the Council aim for adoption of the <br /> budget on June 7 as well as related ordinances. <br /> EXTENSION OF CONDITIONAL USE PERMIT <br /> The City Manager recommended extension of the conditional use permit for the auto- <br /> mobile filling station at 7701 Delmar. Although construction was proceeding rapid- <br /> ly, unforeseen soil problems led to the need for additional time, with 15 days be- <br /> ing requested (to May 15, 1982). <br /> Mr. Lieberman moved approval, with Mr. Levy seconding the motion. All voted Aye <br /> except Mr. Adams, who voted Nay. <br />
