<br />Ms. Glickert was amazed when she was told that the U City police force worked twelve-hour <br />shifts in order to have three days off and noted that residents and visitors of University City are <br />endangered by this policy. Ms. Glickert stated that the officers could not be at their best when <br />split second decisions need to be made. She asked if this new policy was reviewed by the Civil <br />Service Board and asked that it be sent to the Board for review at their December 2, 2010, <br />meeting. <br /> <br />I. PUBLIC HEARINGS <br /> <br />J. CONSENT AGENDA <br /> <br />K. CITY MANAGER’S REPORT <br />1. <br />Site Plan review for 6647 Washington Ave construction of a new parking lot which is part of <br />the Centennial Greenway project. Staff recommended approval. <br /> <br />Mr. Kraft moved for approval, seconded by Mr. Glickert and the motion carried unanimously. <br /> <br />2. <br />Mr. Walker distributed the Draft 2011 city calendar for Council’s review and asked to have <br />any comments or changes to his office by Friday, November 15. <br /> <br />L. COUNCIL ACTION ITEMS <br />1. <br />Council liaison reports to Boards and Commissions <br />Mr. Glickert announced the award the CALOP commission is going to receive this week on <br />Friday called the OLGA, Outstanding Local Government Achievement. He acknowledged all <br />CALOP commission members and their dedication and hours they put into this commission <br />as volunteers. <br /> <br />M. UNFINISHED BUSINESS <br />BILLS <br />1. <br />BILL 9094 - An ordinance approving a final subdivision plat of a tract of land to be known as <br />“7104—06 Dartmouth Condominiums” located at 7104—06 Dartmouth Avenue. <br /> <br />Mr. Glickert moved Bill 9094 for approval and was seconded by Mr. Crow. <br /> <br />Roll Call vote was: <br />AYES: Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe, and Mayor Welsch <br />NAYS: none <br /> <br />Bill 9094 carried unanimously and became Ordinance 6834. <br /> <br />2. <br />BILL 9096 – An ordinance amending Chapter 6.08 of the University City Municipal Code, <br />relating to dogs, by repealing Section 6.08.030 thereof, relating to annual dog licenses-fees, <br />transfers and duplicates, and Section 6.08.215 thereof, relating to dog play areas, and <br />enacting in lieu thereof new sections to be known as “Section 6.08.030 annual dog licenses- <br />fees, transfers and duplicates”, and “Section 6.08.215 dog play areas”, thereby amending <br />Section 6.08.030 so as to increase the annual license fee from two dollars ($2.00) to three <br />dollars ($3.00), and Section 6.08.215 so as to change the annual license fee from eighteen <br />dollars ($18.00) for each dog to twenty-eight dollars ($28.00) for the first dog and twelve <br />dollars ($12.00) for each additional dog; containing savings and emergency clauses, and <br />providing a penalty <br /> <br /> 3 <br /> <br />
