<br />Mr. Crow said he must have been mistakenly under the impression that Council was <br />going to have a small group to work on guidelines for appropriate access to our <br />computer system and how that would move going forward and would be added to the <br />rules and regulations. It was his assumption that the rules and regulations would not <br />be voted on until it included the role of Councilmembers access to the City’s <br />information systems area since there were a number of questions brought up about <br />what is appropriate and what is not. <br /> <br />Mayor Welsch stated that he had a mistaken impression, since it has always been <br />said that these rules can be amended if the Council so chose. She stated she <br />requested four times for volunteers from the Council who would get together to define <br />a rule on Council’s access to private or public documents that would be in keeping <br />with the Sunshine Law, Federal and State Law and University City’s Charter that <br />could be voted on to add to the Council’s Rules of Order and Procedures. So far Ms. <br />Welsch said she has not received any takers on the Council for the subcommittee. <br />Mayor Welsch said that since there is no subcommittee, if and when there is one, the <br />committee could present an amendment to the Council. If the Council agrees to the <br />changes, the Rules can be amended at that time. <br /> <br />Mr. Kraft stated that a few items in the rules could use a little update as the <br />procedure for appointments to the commissions is in some of disarray. He said that <br />the Council has been without rules for so long and it would be nice to pass this <br />document tonight, to get the new set of rules in place. He is more than open to <br />amending as needed in the future. <br /> <br />Mayor Welsch asked Mr. Kraft if he and Mr. Sharpe were going to get together to <br />come up with a plan to simplify the Boards and Commission appointments. Mr. Kraft <br />noted that he and Mr. Sharpe were making arrangements to get together to discuss <br />this. <br /> <br />Mr. Kraft moved to approve the Resolution 2010 – 22 adopting the Rules of Order <br />and Procedure of the Council of University City with the amended dates and was <br />seconded by Mr. Glickert. <br /> <br />Voice vote carried with a majority approving Resolution 2010 – 22. There were two <br />Nay votes from Mr. Crow and Mr. Sharpe. <br /> <br />BILLS <br />Introduced by Mr. Sharpe, Jr. <br />1. <br />BILL 9095 – An ordinance amending Chapter 10.04 of the University City Municipal <br />Code, relating to motor vehicles and traffic generally, by repealing Section 10.04.060 <br />thereof, relating to temporary traffic regulations and administrative authority, and <br />enacting in lieu thereof a new section to be known as “Section 10.04.060 temporary <br />traffic regulations and administrative authority” thereby amending said section so as <br />for installation of speed limit signs and one-way designations during construction; <br />containing a saving clause and providing a penalty <br /> <br />Introduced by Mr. Glickert <br />2. <br />BILL 9097 – An ordinance repealing Chapter 2.62 of the University City Municipal <br />Code, relating to the police and Firefighter’s Retirement System, and enacting in lieu <br /> <br /> 5 <br /> <br />
